On May 27, 2024, Mr. Hassan Daki, Procurator General of the Court of Cassation and Chief Public Prosecutor, opened the scientific seminar organized by the Ministry of Justice on the theme “Conditional release between the requirements of activation and the challenges of expanding the opportunities for release and reintegration”.
In his opening speech, Mr. Daki expressed his pleasure to participate in this important symposium and thanked the Minister of Justice for the kind invitation and the choice of the theme of the symposium.
Mr. Al-Daki referred to the challenges facing prison institutions in Morocco, especially overcrowding and the disproportionate capacity of prisons to the number of detainees, which hinders reform efforts.
Mr. Daki stressed the importance of available legal mechanisms, such as conditional release, in achieving reform and rehabilitation of prisoners. He noted that these mechanisms should not be reduced to alleviating overcrowding, but should be seen as a way to motivate prisoners to engage in rehabilitation and reform programs.
Moroccan lawmakers have established a number of legal mechanisms that allow prisoners to be released before the expiration of their sentences, provided they are upright and on good behavior, he added. He noted that the number of beneficiaries of parole in Morocco is still small compared to other countries such as Spain, France and Canada.
Mr. Dakki called for the need to find solutions to overcome the obstacles that prevent the increase in the number of beneficiaries of this mechanism, stressing the determination of the Presidency of the Public Prosecution to accompany public prosecution judges to activate their various legal roles in this context.
Mr. Daaki pointed out that this symposium is an opportunity to discuss the issue of parole from various scientific and practical aspects, with the aim of finding practical and realistic solutions that enhance the chances of reintegrating prisoners into society in a proper and effective manner.
