Taounate – Des acteurs locaux ont indiqué que les autorités locales de la circonscription de Beni Oualid ont organisé mercredi dernier une réunion de communication avec les habitants, des représentants de la société civile et des élus locaux afin de clarifier les informations relatives à l’étude en cours concernant le projet du barrage de Bab Ounder sur l’oued Ouergha.
Cette rencontre intervient dans un contexte marqué par une multiplication des interrogations concernant les opérations de collecte de données de terrain menées dans la région par un bureau d’études.
Au cours de la réunion, plusieurs citoyens ont soulevé diverses observations concernant la méthode de travail de l’équipe chargée de l’étude, notamment le manque d’explications suffisantes sur les objectifs des enquêtes de terrain, l’absence de présentation des membres de la commission, ainsi que des questions relatives à la nature des données collectées et aux conditions d’accueil des habitants.
Selon des acteurs locaux ayant assisté à la réunion, le responsable territorial a expliqué que le bureau d’études réalise, pour le compte du ministère de l’Équipement et de l’Eau, une étude portant sur les impacts environnementaux, sociaux et économiques du projet. Il a précisé que les opérations actuellement en cours ne constituent ni un recensement officiel des biens ni une identification des populations potentiellement concernées par le projet.
Il a également souligné que la zone définitive susceptible d’être affectée par le projet n’a pas encore été déterminée. Toute opération officielle visant à recenser les biens ou à identifier les personnes concernées sera menée ultérieurement sous la supervision des autorités compétentes et conformément aux procédures légales en vigueur.
La réunion a également permis d’aborder plusieurs remarques relatives à la protection des données personnelles et à la nécessité de garantir de bonnes conditions d’accueil aux citoyens. Il a ainsi été décidé de mettre les locaux de la Maison de l’Étudiante à la disposition du bureau d’études afin qu’il puisse poursuivre son travail dans de meilleures conditions, tout en renforçant la communication avec la population et en présentant à l’avance les membres de l’équipe ainsi que leurs missions.
Selon les mêmes sources, les participants ont réaffirmé leur attachement à la protection des intérêts de la population locale et à la préservation de la stabilité de la région, tout en exprimant leur soutien aux projets hydrauliques et de développement respectueux des droits sociaux et économiques des habitants et des spécificités de la commune de Beni Oualid.
À l’issue de la réunion, les autorités locales ont été informées de la création d’un comité local chargé du suivi du dossier du barrage Bab Ounder, ainsi que de l’observation des différentes évolutions du projet et de ses éventuelles répercussions sur la population.

Taounate – Local stakeholders reported that the local authorities of Beni Oualid held a consultation meeting last Wednesday with residents, representatives of civil society, and local elected officials to clarify information regarding the ongoing study of the Bab Ounder Dam project on the Ouergha River.
The meeting was organized following growing questions and concerns about the field data collection activities being carried out in the area by a consulting and engineering firm.
During the meeting, several residents raised observations regarding the working methods of the team responsible for the study. These included the lack of sufficient explanations about the objectives of the field research, the absence of clear identification of the committee members, and questions concerning the type of information being collected and the conditions under which residents were being received and interviewed.
According to local stakeholders who attended the meeting, the local authority representative explained that the consulting firm is conducting an environmental, social, and economic impact assessment of the project on behalf of the Ministry of Equipment and Water. He stressed that the current operation does not constitute an official census of properties or residents who may be affected by the project.
He further clarified that the final area potentially concerned by the project has not yet been determined. Any future official process to identify affected properties or residents will be conducted under the supervision of the competent authorities and in accordance with applicable legal procedures.
The meeting also addressed several concerns related to the protection of personal data and the need to ensure appropriate conditions for receiving and informing residents. As a result, it was decided to make the premises of the Girls’ Boarding House (Dar Taliba) available to the consulting firm so that it could continue its work under better conditions, while also strengthening communication with local residents and providing prior information about the members of the study team and their respective roles.
According to the same sources, participants reaffirmed their commitment to protecting the interests of local residents and maintaining the stability of the area. They also expressed support for water infrastructure and development projects that respect the social and economic rights of the population and preserve the specific characteristics of the Beni Oualid community.
At the conclusion of the meeting, local authorities were informed of the establishment of a local committee tasked with monitoring the Bab Ounder Dam project and following all developments related to it, including its potential impact on local residents.
