Hammouchi Leads Trilateral Security Talks with Spain and Germany to Strengthen Counterterrorism Cooperation

The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, held a trilateral working meeting on Thursday, January 8, in Rabat with Francisco Pardo Piqueras, Director General of the Spanish National Police, and Dieter Romann, Director General of the German Federal Police, as part of ongoing efforts to strengthen security cooperation and coordination in addressing shared security challenges.

According to a statement from the General Directorate of National Security and the General Directorate for Territorial Surveillance, the meeting took place within the framework of an official visit by the Spanish and German security chiefs to Morocco from January 7 to 9. This trilateral consultation process follows a first meeting held in Madrid in January 2025.

The discussions focused on evaluating the level of security and intelligence cooperation among the three countries, particularly in counterterrorism, irregular migration, drug trafficking, transnational organized crime, cybercrime, and sports security.

The meeting also reviewed the evolving security situation in the Sahel and Sahara regions and its implications for terrorist movements within the Euro-Mediterranean space. Participants stressed the importance of maintaining advanced levels of coordination and real-time exchange of operational and technical intelligence to ensure regional and international security and stability.

The trilateral talks provided an opportunity to align perspectives on expanding security cooperation into more advanced and integrated frameworks, including enhanced field-level coordination in preparation for major international sporting events such as the Africa Cup of Nations 2025 and the 2030 FIFA World Cup.

As part of the visit, the Spanish and German delegations were briefed on Morocco’s security and safety protocols for the 2025 Africa Cup of Nations. They toured the Prince Moulay Abdellah Sports Complex in Rabat, where they received detailed presentations on the stadium’s modern infrastructure and the security measures in place, particularly the integration of digital technologies into crowd management and public safety systems.

The program also included a visit to the African Security Cooperation Center, a pioneering initiative in African football competitions, where the delegations observed advanced technological capabilities and coordination mechanisms between Moroccan security services and African and international liaison officers.

These trilateral security consultations reflect a shared vision to reinforce strategic partnerships in addressing cross-border threats, emphasizing rapid information exchange, operational cooperation, and technical expertise among law enforcement agencies in Morocco, Spain, and Germany.
