A statement issued by the Istiqlal Party group on the Ait Sghrouchen Municipal Council reported that the group has expressed concern over what it described as a state of developmental stagnation affecting the municipality, presenting a set of observations related to local governance and the progress of certain social projects.
The statement explained that the council’s refusal to approve an agreement to build an upper secondary school in the Bousmelane center constituted, in the group’s view, a key episode in this context. The group considered that the justifications put forward for rejecting the project are not based, according to the statement, on accurate or realistic data. It added that claims being circulated about obliging all students in the municipality to enroll in the planned school do not reflect, in its view, current practice.
In this regard, the statement noted that student orientation to educational institutions has, for years, been carried out according to an established educational map. Students from some villages attend lower secondary schools outside the municipality’s jurisdiction without any recorded cases of coercion. These elements, according to the group, refute concerns related to the alleged imposition of compulsory enrollment in the proposed institution.
Regarding the choice of Bousmelane as the site for the secondary school, the group stated that this center constitutes, in its view, an existing administrative and educational hub. It is equipped with essential public facilities, including a lower secondary school, a student residence, and a health center, in addition to a population estimated at around 3,000 inhabitants—factors which, according to the same source, make it a suitable location for hosting the project.
The statement also addressed what it described as practices within the municipal council, pointing to shortcomings in management and decision-making methods. It called for respect for the rules of democratic debate within the elected institution and for ensuring equal access to municipal services and assets.
The Istiqlal Party group further announced its intention to address a formal request to the Governor of Boulemane Province, within the scope of his respective powers, to look into the fate of the secondary school project. It also called for the dispatch of a committee from the General Inspectorate of Territorial Administration to verify the information mentioned in the statement concerning financial and administrative management.
The statement concluded with a call to residents and civil society actors to engage positively in public debate on the future of educational projects in the municipality, stressing that the objective, according to the group, is to guarantee the right of the region’s children to access education under appropriate conditions.
The newspaper notes that the above information falls within the framework of a partisan statement through which a political group expressed its positions and assessment of the local situation, while respecting the presumption of innocence and the right of other concerned parties to respond and provide clarification.
