Ain Chkaf Enters a Historic Phase: Urban Master Plan Published for Public Consultation, Local Community Responds Strongly

For the first time in its history, the residents of Ain Chkaf and Ras Al Ma communes can see on paper what their city will look like in 15 to 20 years.
Last Thursday, the commune officially published the complete topographic survey results for the Ain Chkaf and Ras Al Ma centers, announcing the opening of a one-month public consultation period starting from the publication date.

Within just a few hours, hundreds of citizens—young, elderly, and women alike—flocked to the commune headquarters or joined the Facebook group “Voices of Ain Chkaf” to download the maps and documents and began reading their future line by line.

“This is the first time we see a complete map of our land… We know where we will build, where the hospital will be, and where the stadium will be,” says Haj Mohamed (58 years old), pointing at the screen on his phone.

What Does the Master Plan Show?

The new map divides the area into precisely organized neighborhoods:

  • Connected apartment blocks (R+5, R+4, R+3) at the main entrance.
  • Detached or semi-detached villa neighborhoods in the southern area.
  • An economic housing zone designated for youth and low-income families.
  • Specified old neighborhoods for restructuring (renovating and expanding the alleys).
  • Large green spaces, nearby playgrounds, mosques, primary and middle schools, a health center, a model market, and structured roads 12 and 16 meters wide.
  • Strict protection of adjacent agricultural and forest lands.

One Month for Amendments… One Month for Participation

The one-month public consultation period means every citizen has the right to:

  • Submit written comments on the plan.
  • Propose amendments (for example: relocate the stadium, add a bus stop, or widen a certain street).
  • Challenge any errors in the mapping of their property boundaries.

“If we stay silent today, tomorrow we won’t be able to complain,” says a member of the “Voices of Ain Chkaf” group who helped circulate the documents immediately after their release; the post received over 7,000 reactions within 48 hours.

A First Step Towards a Real City

What is happening today in Ain Chkaf is not just administrative procedure; it marks the beginning of a radical transformation: from an extended unplanned large village to an organized, safe urban center attractive for investment and living.

If the community successfully voices its opinions during this month, the urban master plan to be ratified in 2026 will be the first town planning document in the commune’s history to truly bear the imprint of its people—not merely a study office or top-down decisions.

The ball is now in the citizen’s court… and the month-long consultation is gaining momentum.
