Within the framework of the “Loyalty to the Nation” tour, which began today, Saturday, December 6, 2025, in the city of Al Hoceima – capital of the steadfast and resistant Moroccan Rif – Mohamed Ouzine, Secretary-General of the Popular Movement Party, delivered a moving speech in which he appeals, on behalf of the party leadership and all Popular Movement activists throughout the Kingdom, to His Majesty King Mohammed VI, may God grant him victory and support, to extend his generous compassion and gracious pardon to Moroccan youth, including the youth of the Rif and Generation Z detainees in the context of recent social tensions.
Context and Objectives of the Tour
This tour, which extends from the Rif to the Southern Provinces, is launched as a party initiative aimed at strengthening national unity, honoring national efforts in confronting social and economic challenges, while focusing on the role of youth in building modern Morocco. The choice of Al Hoceima as the opening stop reflects the party’s commitment to strengthening social cohesion in areas that witnessed previous tensions, such as the Al Hoceima events of 2016-2017.
In his speech, Ouzine emphasized that “loyalty to the nation is manifested in pardon and tolerance, which restores trust between the people and the state,” recalling His Majesty the King’s repeated initiatives in pardoning detainees, as happened on previous national occasions, such as Throne Day and Independence Day, when thousands of detainees were pardoned in recent years.
Call for Pardon: Generation Z and Rif Youth in the Balance
The appeal focused on detained youth, especially from Generation Z (those born between 1997 and 2012), who constitute the majority of detainees in recent years due to their participation in social protests related to freedoms, employment, and economic rights.
Ouzine affirmed that “these young people are not criminals, but rather sons of the nation who demand justice and development,” calling for their release as a step to strengthen national unity and encourage the new generation toward constructive participation.
