Legalized Cannabis: The National Agency (ANRAC) Establishes Foundations for a More Organized 2026 Season with Greater Farmer Protection

Rabat – November 26, 2025

The National Agency for the Regulation of Activities Related to Cannabis (ANRAC) concluded a series of intensive meetings with investors from the provinces of Taounate, Al Hoceima, and Chefchaouen, aimed at evaluating the 2025 season and establishing foundations for a fourth agricultural season (2026) that is more organized, stable, and protective of farmers.

Key Decisions and Guidelines for the 2026 Season:

  • Aligning cultivated areas with the market’s actual absorption capacity to avoid any surplus that would harm farmers
  • Requiring investors with contracts of less than 30 hectares to merge with each other to accelerate the establishment of processing units and achieve economic viability
  • Collective commitment to settle all outstanding dues from the 2024 and 2025 seasons before the new season begins, or agree on a clear and binding payment schedule
  • Focus on long-term planning instead of quick gains, with farmer protection as a fundamental pillar in the production chain

The Agency emphasized that the sector’s success depends on high competitiveness, product diversification (medical, industrial, cosmetic), and local value addition, while ensuring the restoration of farmers’ trust through guaranteed stable and fair income.

The meetings took place in a positive and constructive atmosphere, with investors demonstrating full commitment to settling debts and continuing their programs for 2026, which promises a more mature and sustainable season.

Through these measures, Morocco continues to strengthen its position as a leading country in the responsible and sustainable legalization of cannabis, achieving real economic and social benefits for thousands of farmers in the concerned regions.
