The capital Rabat hosted, on Wednesday, November 19, 2025, a communication meeting with media outlets and press, organized by the Ministry of Higher Education, Scientific Research, and Innovation to review the main developments in the higher education, scientific research, and innovation system under the theme: “Towards Establishing the Foundations of the University of the Future.”
Key Figures and Data for the 2025-2026 Academic Year
The Ministry presented a detailed presentation on the evolution of student numbers and training institutions, with the total number of students reaching 1,309,900 students, an increase of 4.8%, distributed as follows:
- 1,144,801 students in public universities (87%).
- 102,462 students in private higher education institutions (8%).
- 62,637 students in public institutions not affiliated with universities (5%).
The data also showed that open access institutions attract 81% of students (928,195 students), compared to 19% for limited access institutions (216,606 students).
At the level of specializations, Legal, Economic, and Social Sciences accounted for 50% of students, followed by Arts and Humanities at 26%, and Sciences and Technology and Multidisciplinary Faculties at 12% each.
Human Resources Development
The presentation recorded growth in the number of human competencies in the higher education sector, with the total number of pedagogical staff reaching 18,726 professors and researchers, compared to 8,058 administrative and technical staff. Additionally, 330 professors benefited from an extension of the time frame for supervisory credit, and 303 administrative and technical staff received a similar extension.
Training Pathways and Expansion of Educational Offerings
The academic year witnessed the approval of:
- 586 modified programs,
- 366 new programs,
- 100 programs for Bachelor’s degree,
- and an increase in Master’s access rate from 30% to 50%.
These measures aim to reduce pressure on basic training programs, enable employees and workers to pursue studies through flexible systems, and strengthen alternating training through partnerships with national and international companies.
Linguistic and Digital Transformation
The Ministry announced the launch of the national language teaching platform “Elogha-Sup”, which offers training in Arabic, Amazigh, English, French, and Spanish according to the Common European Framework of Reference for Languages (CEFR). Work is also underway to generalize the teaching of modules in a foreign language during semesters six through nine in various specializations.
Scientific Research and Innovation: Advanced Results
Morocco achieved notable progress in the Global Innovation Index, rising to rank 57 globally out of 139 countries in 2024. A Moroccan university also entered the Shanghai global ranking for the first time, in addition to the presence of 11 Moroccan universities in the “THE” ranking.
The sector recorded:
- 18,469 scientific publications indexed in SCOPUS,
- 47,743 doctoral students,
- 24,133 researchers and professors,
- 240 patents representing 70% of national patents.
Research projects were also funded with 250 million dirhams under the first edition of the National Program for Supporting Developmental Research and Innovation, in addition to international support programs such as Horizon Europe and PRIMA.
Social Support Programs and Expansion of University Housing
The Ministry announced the expansion of university housing capacity to 59,780 beds during 2025-2026, an increase of 7% compared to last year, through partnerships with real estate developers and completion of new projects in Rabat, Tililat, Agadir, and Mohammedia.
The expected number of meals reached 14.5 million meals, while the scholarship application response rate reached 95%.
The establishment of a network of university health centers continues, along with organizing awareness campaigns and supporting cultural and sports activities, including Moroccan universities’ preparation to host events related to the 2030 World Cup.

The Ministry of Higher Education confirmed that these measures come within the framework of a comprehensive strategic vision to establish the University of the Future, based on governance, digitalization, scientific research, improving training quality, and enhancing student living conditions, in line with national and international transformations.
