African Union Commission Delegation Visits the Court of Accounts: Steps Towards Strengthening Cooperation in African Financial Oversight

Rabat – In a move reflecting Morocco’s growing role in promoting good governance at the continental level, Ms. Zineb El Adaoui, First President of the Court of Accounts and Secretary-General of the African Organization of Supreme Audit Institutions (AFROSAI), received on Friday a delegation from the African Union Commission headed by Ms. Regina Mambo Muzami, Director of the Internal Oversight Office at the Commission. The working visit aimed to discuss ways to activate the Memorandum of Understanding signed between AFROSAI and the African Union Commission, in the context of strengthening financial and institutional oversight across the continent.

An official statement issued by the Court of Accounts indicated that Ms. El Adaoui reviewed, during the meeting, the strategic directions of the AFROSAI Secretariat since the Court assumed this responsibility, after the transfer of the General Secretariat from Cameroon to Morocco became effective in July 2025. These directions focus particularly on improving communication with member audit institutions, enhancing the performance of the organization’s committees, and strengthening coordination between sub-regional organizations operating in Arabic, English, and French.

Cooperation Priorities: Audit Independence and Support for Agenda 2063

Ms. El Adaoui also emphasized, according to the statement, the importance of consolidating partnerships with development partners and donors, in addition to strengthening AFROSAI’s global representation by reinforcing its presence within the International Organization of Supreme Audit Institutions (INTOSAI) and other international forums. For her part, Ms. Mambo Muzami praised these developmental initiatives, considering them a positive factor in enhancing good governance in Africa, while stressing the necessity of strengthening the independence of supreme audit institutions to enable them to perform their duties with complete neutrality and objectivity, free from any external influences.

It is worth noting that this visit comes following previous agreements, including the signing of a memorandum of agreement between the Court of Accounts and AFROSAI in May 2025, to define Morocco’s commitments as host of the organization’s permanent headquarters after its transfer from Cameroon. The meeting also reflects Morocco’s prominent role in auditing the African Union’s accounts, as the Court of Accounts is responsible for reviewing the investments, treasury, and financial assets of the Union Commission, in addition to affiliated agencies such as the African Union Development Agency (AUDA-NEPAD).

Working Meeting and Joint Implementation Plan

The visit witnessed the organization of a joint working meeting between Commission representatives, a team from the AFROSAI presidency (represented by the Libyan Accounting Office), and the executive management, alongside representatives of the English-speaking sub-regional organization who participated remotely. The meeting resulted in agreement on a draft action plan to implement the memorandum of understanding, including practical measures to strengthen the legal and institutional framework of supreme audit institutions in Africa, build their professional capacities, and support advocacy efforts for their independence.

Additionally, the plan included mechanisms for recovering illicit assets and the contribution of audit institutions to achieving the goals of Agenda 2063, which represents the African Union’s long-term strategic framework for achieving comprehensive and sustainable development for the continent by 2063.

This cooperation serves as a model for African-African partnership, enhancing Morocco’s role as a regional center for financial oversight, especially after its election as president of the AFROSAI Secretariat in December 2024.
