TAOUNATE – In an unprecedented escalation of the healthcare crisis, civil society activists in Taounate have condemned a statement by the Regional Director of Health and Social Protection regarding the suspension of services at the Bni Oualid Communal Health Center. They described his response as “confused and counterproductive,” while labeling the service disruption “a blatant violation of the constitutional right to health.”
Health Center Crisis: From Announcement to Evasive Clarification
The controversy erupted when the Bni Oualid Communal Health Center published a notice announcing a complete halt to medical services starting August 4th, citing the annual leave of its chief physician—without specifying a return date. This triggered nationwide outrage, as thousands of citizens were denied their fundamental right to healthcare.
In response, the Regional Health Director issued a terse statement via a local news website. Instead of reassuring the public, his remarks deepened confusion with contradictions and omissions, according to civil society representatives.
Three Contradictions in the Director’s Statement Expose Administrative Failure
1. Obscurity Over Leave Duration
The Director claimed that “summer leave for medical staff is brief,” yet refused to specify its duration—despite the center’s official notice confirming its start (August 4th) but omitting its end. This silence intensified public fears of a prolonged crisis.
2. The “Coverage” Contradiction
He asserted that leave schedules “account for neighboring communes’ doctors to prevent simultaneous staff absences,” yet undermined his own claim by admitting neighboring medical teams “cannot compensate” for the Bni Oualid physician’s absence. Activists dismissed this as “a meaningless statement” revealing no contingency plan.
3. Inflated Staffing Claims
The Director implied the center has “available medical teams” (plural), while ground reality—as confirmed by activists—shows the facility suffers from severe human resource shortages, including critical gaps in medical and nursing personnel. This remains the center’s most crippling challenge.
Is the Right to Health Merely a Slogan?
In a joint statement, civil society groups declared:
“In essence: The Director failed to address public concerns. His statement was merely cosmetic PR for an undeniable crisis—framing this as ‘one doctor on leave’ when the truth is that health policies systematically deprive residents of their rights.”
They added:
“The right to health isn’t a luxury—it’s a constitutional and human obligation. Suspending center services denies citizens treatment and endangers lives, especially with no clear alternatives.”
Demands: Transparency and Accountability
Activists are calling on authorities to:
- Immediately disclose the physician’s leave duration and service resumption date.
- Provide interim medical coverage to ensure uninterrupted care.
- Launch an investigation into the center’s staffing shortages.
- Hold officials accountable for “official deception” and “deliberate neglect.”
