Urban Renewal in El Hajeb: Launch of Aqchmir Neighborhood Rehabilitation Project as Part of a National Plan to Eliminate Buildings at Risk of Collapse

The fifth session of the Board of Directors of the National Agency for Urban Renewal and Rehabilitation of Buildings at Risk of Collapse was held yesterday, Wednesday, at the headquarters of the Ministry of National Land Planning, Urban Planning, Housing, and City Policy. The session was chaired by Adib Ben Ibrahim, Secretary of State in charge of housing, and attended by representatives from various ministries and relevant institutions.

This session comes within the framework of implementing Law No. 94.12 on urban renewal and the treatment of buildings at risk of collapse, amid ongoing urban and social challenges.

The agency presented its 2024 activity and financial reports, revealing that a survey operation covered 40,263 buildings, with 15,984 of them undergoing technical assessments across different regions of the country. The implementation rate of planned operations in this field has reached nearly 81%.

In their remarks, agency officials noted that the treatment of hazardous buildings has now entered the actual implementation phase after years of assessment and preparation. They highlighted the partnership with the Rabat prefecture as one of the leading models of such interventions.

Several model projects launched under urban renewal programs were presented, notably the rehabilitation project of the Aqchmir neighborhood in the city of El Hajeb, which is considered a comprehensive model for sustainable urban rehabilitation. In addition, the agency continues to prepare studies on vulnerable neighborhoods throughout the Kingdom.

The agency also outlined its 2025 action plan, which focuses on generalizing a proactive approach, enhancing monitoring and support mechanisms, and strengthening territorial partnerships to ensure sustainable interventions. The board approved the 2025–2027 three-year program and gave preliminary approval to the proposed budget, while calling for improved governance reforms and expanded funding to ensure on-the-ground project execution and the achievement of sustainable urban development.
