The Head of the Moroccan Government issued a circular dated May 9, 2025, addressed to Ministers, Delegate Ministers, Secretaries of State, High Commissioners, and the General Delegate, concerning the activation and regularity of sectoral social dialogue.
The circular emphasized the great importance the government attaches to social dialogue, considering it a mechanism of participatory democracy and the optimal space for managing social issues, thereby contributing to establishing social peace in public facilities, motivating employees and workers, and improving their material, social, and professional conditions.
The circular noted the adoption of the National Charter for the Institutionalization of Social Dialogue on April 30, 2022, and the setting of Tuesday, April 22, 2025, as the date for the practical launch of the April 2025 round of social dialogue, through meetings with the most representative trade union centers and the General Confederation of Moroccan Enterprises (CGEM).
The Head of Government called for ensuring the regularity of sectoral social dialogues, similar to the central social dialogue, according to a participatory approach based on broadening consultations to include various social partners, while respecting the specificities of the sector they oversee.
He also requested officials to study similar issues and files related to their areas of competence and to take all necessary measures to activate and ensure the success of sectoral social dialogue on a periodic basis, stressing the importance of the expected outcomes of this dialogue.
