They also offered a comprehensive overview of the agency’s diverse tasks in navigation, effective external communication, and efficient public opinion management during various crises.
This significant visit falls within the framework of the prestigious International Visitor Leadership Program (IVLP) of the U.S. Department of State. This program is a core professional exchange initiative implemented by the U.S. government to advance national security priorities by building strong strategic partnerships with international leaders and officials in diverse sectors, including good governance, economic prosperity, and distinguished higher education. The program’s primary goal is to establish long-lasting and robust relationships between Americans and their partners worldwide, based on the exchange of valuable expertise and the promotion of mutual understanding on shared priority issues.
During a series of fruitful meetings between the Moroccan and American sides, an in-depth review was conducted of the Corps of Engineers’ experience in effectively implementing emergency response missions within the United States, in addition to the significant international efforts undertaken by the Corps in this global context.
American officials lauded the agency’s effective contribution to supporting the capabilities of Morocco, alongside more than forty other countries around the world, in the area of optimal disaster preparedness and readiness. This support is provided through the leading International Emergency Management Program, which significantly contributes to developing national competencies and providing specialized technical support in the various critical stages associated with natural and humanitarian disasters.
It is noteworthy that since the mid-1990s, the U.S. Army Corps of Engineers has actively participated in over 360 important international activities, all aimed at supporting the capacities of partner countries in the field of rapid and effective disaster response, strengthening civil-military cooperation, and promoting multinational coordination in the face of crises. The Corps also provides advanced support through its specialized International Services and Interagency Coordination Division, which is the arm responsible for overseeing the implementation of external cooperation programs in this vital area.
The American side believes that strengthening the capabilities of friendly countries in disaster management yields numerous important mutual benefits, the most prominent of which are enhancing the preparedness of the international community as a whole in the face of increasing crises, fostering mutual trust between partner nations, and promoting a culture of close cooperation and mutual reliance in challenging emergency situations, all within a constantly changing global context that poses growing security and humanitarian challenges requiring concerted efforts and close collaboration.
