On Thursday, April 24, 2025, the Executive Bureau of the Moroccan Federation of Newspaper Publishers held its regular meeting, during which various professional, organizational, and general issues were discussed. The meeting led to several positions and decisions.
The Executive Bureau commended the great success of the national conference organized by the federation in Rabat on Saturday, April 12, 2025, under the theme “Moroccan Press: The Existential Crisis and Ways of Rescue.” The conference saw excellent attendance and constructive discussions, reflecting the beginning of unifying the national professional body and rejecting fragmentation. The Bureau called for the public authorities to positively engage with the outcomes of the conference and open channels for dialogue with the Federation to establish a new dynamic of cooperation and joint work.
While recognizing the step taken by the ministry and government to publish a continuation of the joint ministerial decision related to public support for the press and publishing, which opens the door for small and regional media companies to benefit, the Executive Bureau considered this a partial response to the Federation’s demands. It urged the ministry to take bolder stances in this regard and move beyond exclusionary policies. The Bureau reiterated its criticism of the ministry’s refusal to engage in dialogue with the Federation and its insistence on issuing laws “secretly” without adhering to the participatory approach stipulated in the Kingdom’s Constitution.
Members of the Executive Bureau and regional representatives of the Federation reviewed the escalating tensions in the professional field, both in court and with the interim committee, stressing the need for a calm environment to assess the future of the profession. They questioned the reasons behind the rising tensions despite the presence of the interim committee, which was supposed to help alleviate these tensions.
The Federation renewed its firm stance against the imposition of the interim committee, considering this measure in violation of Article 28 of the Constitution. It called on the government to prepare for elections to renew the National Press Council before the interim committee’s mandate ends, asserting that the responsibility for this situation lies with the government, parliament, and professional organizations.
Despite the Federation’s efforts to unify the professional body and bring together all concerned parties on sectoral issues, the ministry has not responded positively to these initiatives. Instead, it continued its exclusionary policies and unilateral decision-making. The Federation reaffirmed its legal representativeness in the sector, as the most representative body, based on the results of the last elections for the National Press Council, where it won all the seats for the publishers’ category, according to the applicable laws.
The Federation reiterated its firm position on the need to improve the conditions of media workers, and affirmed its readiness to engage in dialogue regarding the update of the collective agreement, but within the framework of the law. It reminded the ministry that any direct government intervention in this area would exceed its jurisdiction.
The Executive Bureau noted that most discussions regarding the sector’s issues should focus on core matters such as regulating online content, improving legal frameworks, enhancing media company revenues, and combating fake news. The Federation called for constructive dialogue and joint solutions to these challenges, emphasizing that achieving this requires collective efforts from all concerned parties.
The Moroccan Federation of Newspaper Publishers emphasized that it remains willing to cooperate with all serious parties involved in the future of journalism in Morocco and called for overcoming narrow self-interests and working for the common good of the profession and the country’s image.
