Fez Enhances Security with a 140 Million Dirham Video Surveillance Mega-Project

The city of Fez is preparing to significantly strengthen and expand its video surveillance system through a large-scale project managed by the Local Development Company (SDL) Fez Region Development (FRA), with investments exceeding 140 million dirhams.

Two complementary tenders have been launched, with a total estimated budget exceeding 140 million dirhams (excluding taxes), to cover both the civil engineering infrastructure and the supply, installation, and maintenance of technological equipment.

The first part focuses on civil engineering works, essential for preparing the ground for system deployment. With a budget estimated at 42.21 million dirhams, this contract aims to implement underground infrastructure (trenches, installation of fiber optic and electrical conduits), and build camera support bases. The works are divided into a fixed tranche (15.3 million dirhams, duration 5 months) and a conditional tranche (26.9 million dirhams, duration 7 months).

In addition to the infrastructure works, a second tender has been launched for the “Strengthening and Expansion of the Video Surveillance System of the City of Fez.” This substantial contract, with an estimated total cost of 98.01 million dirhams, specifically covers the supply, installation, commissioning, and maintenance of technological equipment.

According to the terms of the tender, this contract is structured in several phases, starting with a fixed tranche with an estimated budget of 45.39 million dirhams. This essential first step includes the supply and initial installation of key system components, such as the video management platform (VMS), storage and analysis servers, supervision stations, video walls (LED/LCD), a variety of cameras (PTZ domes, LAPI license plate readers, facial recognition, fixed), as well as network equipment, cabling, and necessary technical arrangements.

The project then includes a first conditional tranche, estimated at 43.62 million dirhams, which will likely allow for future expansion of the system’s capabilities or geographical coverage. Finally, two other conditional tranches, each valued at 4.5 million dirhams, are also planned. According to information in the Special Conditions Booklet (CPS), these latter phases include maintenance services essential to ensure the sustainability and operational efficiency of the entire system in the long term.

This comprehensive video surveillance project is part of a broader strategy to modernize the spiritual capital. It aims to enhance the security of citizens and property, optimize urban management, and is particularly important in the context of preparations for hosting major international sporting events, notably the Africa Cup of Nations (CAN) 2025 and the FIFA World Cup 2030, co-hosted by Morocco.
