2030 World Cup: Morocco and Spain Sign Declaration of Intent in Justice Sector

Madrid – A joint declaration of intent between Morocco and Spain in the field of justice was signed on Tuesday in Madrid, as part of the joint preparations for hosting the 2030 World Cup. The declaration was signed by Moroccan Minister of Justice, Abdellatif Ouahbi, and his Spanish counterpart, Félix Bolaños.

The signing of this joint declaration took place on the sidelines of a meeting between the two ministers, within the framework of strengthening the historical relations of bilateral cooperation between the Kingdom of Morocco and the Kingdom of Spain.

The declaration focuses on several areas, including enhancing judicial cooperation to address the challenges posed by organized crime, through intensifying dialogue and exchanging expertise in the judicial field, and bolstering existing judicial cooperation. It also covers modernizing the judicial system, digitizing justice, improving access to justice, utilizing alternative dispute resolution methods, and managing cross-border cases.

Given the importance of effective judicial cooperation to support the joint organization of the 2030 World Cup through the exchange of experiences and best practices, the joint declaration of intent also emphasizes strengthening joint committees by regularly organizing the committees outlined in civil and criminal judicial assistance agreements, continuing the discussions initiated during the April 2024 meetings in Madrid.

In this context, and considering the trilateral nature of this sporting event, the ministers reiterated their commitment to deepening cooperation through specific agreements, particularly via the Morocco-Spain-Portugal Joint Justice Committee, which will serve as a structured framework until the conclusion of the FIFA World Cup 2030.

On this occasion, the two ministers reaffirmed their commitment to the friendly relations and constructive cooperation between their countries, which has been reflected in the signing and implementation of several international judicial cooperation agreements.

They also highlighted the importance of this cooperation in the preparation and successful organization of the 2030 World Cup, stressing that modernizing and enhancing the efficiency of the judicial system are essential to ensuring legal security and the smooth running of international events.

This meeting provided an opportunity to assess the progress of legal and judicial cooperation between the two countries, explore new partnership prospects, and exchange views on issues of mutual interest. Special attention was given to the importance of strengthening judicial and legal cooperation mechanisms to create a favorable environment for the joint organization of the FIFA World Cup 2030, recognizing the crucial role of these mechanisms in securing and ensuring the success of this international event.

The signing ceremony of the joint declaration of intent was attended by the Moroccan Ambassador to Spain, Ms. Karima Benyaich, the Spanish Ambassador to Morocco, Mr. Enrique Oujeda, the Director of International Cooperation and Communication at the Moroccan Ministry of Justice, as well as the Director of Criminal Affairs, Pardons, and Crime Monitoring.
