Strong partnership between national security and the judicial agency: Strengthening the defense and protection of state interests before the judiciary

In an important step to strengthen cooperation between government institutions, the General Directorate of National Security and the Kingdom’s Judicial Agency signed on Wednesday a partnership agreement at the headquarters of the Ministry of Economy and Finance. The agreement aims to promote sustainable coordination between the two entities in the field of defending state interests before the judiciary, improving dispute management and prevention, as well as developing professional capacities and exchanging expertise and legal advice. This initiative aims to strengthen the components of a good administrative facility and enhance citizens’ confidence in public institutions.

Nadia Fattah Alaoui, Minister of Economy and Finance, Abdellatif Hammouchi, Director General of National Security and Surveillance, and Abdulrahman Lamtouni, the Kingdom’s Judicial Procurator, were present at the signing of the agreement.

Objectives of the agreement and areas of cooperation

According to the joint communiqué issued by the Ministry of Economy and Finance and the DGSN, the agreement aims to establish a reference and organizational framework that enhances cooperation between the DGSN and the Kingdom’s judicial agency on issues of common interest. These areas include dispute management, risk mapping, prevention, and defense of state interests before the judiciary. The agreement also promotes cooperation in the scientific field, especially with regard to training, competency development, and human resources capacity building.

Obligations of the signatories

The agreement also sets out clear obligations for the signatory parties, most notably coordinating defense procedures and tracking the implementation of judicial rulings for the DGSN and its employees. The agreement also focuses on enshrining the rights of support for police officers who are subjected to physical and verbal attacks during the performance of their duties, ensuring that the principle of “state protection” for police officers is applied in these cases.

Coordination and follow-up mechanisms

To ensure optimal implementation of the partnership, a leadership committee has been established that is responsible for preparing joint work programs and defining the main directions of this cooperation, while a technical committee has been formed to keep abreast of practical procedures to ensure that work proceeds according to the approved programs. The technical committee will also anticipate future projects that will enhance cooperation between the DGSN and the Kingdom’s judicial agency.

At the end of the communiqué, the signatories emphasized that this agreement embodies the common desire to improve and develop institutional cooperation to serve the public interest. The agreement aims to ensure an exemplary management of judicial disputes and the implementation of joint action programs for their prevention, with a focus on establishing precise mechanisms to support the optimal defense of the interests of the employees of the police public service.
