The Primary Criminal Chamber responsible for financial crimes at the Court of Appeals in Fes issued a verdict acquitting MP Nour Eddine Qachbil, the head of the Moulay Abdellah Karim municipality in the Taounate region, of all charges related to the misappropriation and embezzlement of public funds. This ruling was made during a session held on Tuesday, January 21, 2025, presided over by Judge Mohamed Lahya.
The Public Prosecution had charged Qachbil with a series of offenses, including “embezzlement and misappropriation of public funds, bribery, and attempted bribery,” based on a complaint filed by the deputy mayor on July 4, 2022. The complaint accused him of chaotic management of municipal affairs and running the municipality’s operations remotely from the capital, Rabat.
The complaint included serious allegations, such as awarding contracts to an employee working for the municipality and to a contractor named “Travi Nsaf,” as well as involving individuals from outside the municipality in its management. The deputy mayor also accused Qachbil of transferring a tanker truck granted by the Ministry of Equipment to someone unrelated to the municipality’s administration, leading to its illegal exploitation.
After deliberations, the court ruled not to convict Qachbil and ordered the Moroccan state to bear the costs of the case. This ruling highlights the importance of transparency and accountability in public affairs management and reflects the challenges faced by judicial institutions in addressing corruption cases.
