In a surprising development, the Crafts Chamber of the Fes-Meknes region announced on Friday, November 8, 2024, that it had received a decision from the Wali of Fes-Meknes, Mohaed Al-Jamahi, to dissolve the chamber’s managing office.
This decision was based on a letter issued by the Wali and is in accordance with Article 40 of Law 18.09, which defines the statutory regulations for crafts chambers in Morocco.
This move follows a series of legal challenges faced by the chamber in recent months. The case centered around the eligibility of Abdelmalek Al-Boutayen to serve as the head of the chamber after a member contested his appointment due to his lack of an elementary school diploma. This led to a lawsuit challenging the appointment.
The Administrative Court of Appeal ruled that Mr. Abdelmalek Al-Boutayen was not eligible to hold the position of president, a decision that was upheld by the Court of Cassation in Rabat, prompting the legal steps to dissolve the managing office.
The court’s ruling included the rejection of the appeal filed by the former president against the Administrative Court of Appeal’s decision, confirming that he did not possess the legal qualifications required for the role.
Tensions within the chamber had escalated in recent months, with several members accusing the former president of managing the chamber in an authoritarian and non-transparent manner, which led to a decline in internal affairs.
In response to the court ruling, Wali Mohaed Al-Jamahi activated the decision to dissolve the office and informed the chamber’s members, announcing that a date for electing a new president would be set soon. This action comes at a critical time, following years of internal strife and clashes among the chamber’s members, making it essential to reform its internal workings and ensure balanced governance to achieve the chamber’s goals of supporting the crafts sector.
This initiative is expected to help rebuild trust among the chamber’s members and provide a more stable environment to improve working conditions in the crafts industry, which faces several challenges, primarily ineffective management and a lack of coordination among stakeholders in this vital sector.
