African Development Bank $487 million financing agreement for the Kingdom of Morocco

FES NEWS MEDIA – ECONOMY & FINANCE: The African Development Bank Group (AfDB) announced on the morning of Thursday, October 22, 2026, that its Board of Directors officially approved a new financing package for the Kingdom of Morocco totaling $487 million USD (approximately 4.8 billion Moroccan dirhams), earmarked to support Phase III of the Economic Governance and Climate Change Resilience Support Program.

According to detailed disclosures from the pan-African financial institution, this strategic financing aims to accompany the new generation of structural reforms undertaken by Morocco to modernize tax and public administration, accelerate the digitalization of investor procedures, and improve the business climate for micro, small, and medium-sized enterprises as well as startups. The program also supports the operationalization of the New Investment Charter to stimulate private capital and channel job-creating investments across Moroccan regions, notably the Fez-Meknes Region and the Southern Provinces in the Moroccan Sahara.

Strengthening Water and Energy Sovereignty and Consolidating Continental Economic Leadership

On the environmental and sectoral front, the new African Development Bank financing focuses on strengthening the Moroccan economy’s resilience to climate shocks by supporting water efficiency, seawater desalination, and inter-basin water highway projects, while accelerating the energy transition, renewable energy deployment, green hydrogen development, and carbon-free industrial export competitiveness.

This financial decision reflects the sustained high confidence enjoyed by the Kingdom of Morocco among international and continental financial institutions as the AfDB’s leading partner on the African continent, underpinned by macroeconomic stability and execution capacity on major structural projects that open promising horizons for foreign direct investment and sustainable youth employment.
