Morocco – The General Delegation for Prison Administration and Reintegration revealed on Wednesday, April 29, 2026, the major transformations witnessed by Morocco’s prison sector over the past 18 years, affirming that the country has entered a new phase of modernization and reform. The announcement was made during an official ceremony held at the new local prison in Benguerir to mark the eighteenth anniversary of the institution’s creation.
In a speech delivered during the event, the Delegate General stated that this year’s anniversary carries special significance as it coincides with the inauguration of the Benguerir local prison, which he described as a “new model” for modern correctional institutions in Morocco. The initiative forms part of a strategic vision aimed at modernizing and humanizing prison spaces while strengthening security, rehabilitation, and reintegration conditions.
He explained that since its establishment, the General Delegation for Prison Administration and Reintegration has worked to move beyond the traditional image of prisons by adopting a balanced approach combining security and discipline on one side, and reform, rehabilitation, and respect for human rights on the other, in line with royal directives calling for the preservation of prisoners’ dignity and the consolidation of the rule of law.
As part of infrastructure modernization, the delegation highlighted the implementation of a prison renewal program that included the construction of next-generation prisons meeting modern security and architectural standards, alongside the closure of several deteriorating facilities. These efforts have contributed to improving detention conditions and expanding prison capacity nationwide.
The institution also emphasized ongoing efforts to improve food services, hygiene, and healthcare for inmates, while enhancing medical and psychological services and equipping prisons with modern healthcare units despite challenges related to the national shortage of medical personnel.
On the rehabilitation front, the delegation announced the expansion of education, vocational training, and craft programs within prisons, alongside strengthened educational and rehabilitation activities tailored to the needs of different inmate categories, with the aim of improving reintegration opportunities after release.
The institution further underlined its adoption of a proactive security strategy based on modern surveillance systems, upgraded security equipment, and intensified inspection and monitoring operations to ensure the safety of prisons, staff, and inmates.
In terms of governance and management, the delegation revealed that it updated its organizational structure in 2026 while increasing the use of modern technological tools for administrative monitoring, data management, and decision-making support. It also stressed the expansion of national and international partnerships aimed at developing Morocco’s prison system in accordance with international standards.
In line with developments in criminal policy, the delegation confirmed that its various departments have been mobilized to support the implementation of provisions within the Criminal Procedure Code related to automatic sentence reductions and electronic monitoring, in addition to overseeing new responsibilities linked to alternative sentencing measures, whose legal framework entered into force in August 2025.
The delegation also pointed to growing international interest in Morocco’s prison management experience, noting that the Kingdom has hosted several international and African conferences in recent years, including the African Prison Association conference at Tamesna prison in May 2025 and the International Conference on Prison Design and Technology held in Rabat in April 2026.
On the social front, the institution described the implementation of the new status system for prison administration employees as a “historic achievement,” citing improvements in compensation, the creation of new allowances linked to specialized duties, and broader opportunities for professional promotion based on merit and competence.
The delegation also announced the issuance of Law No. 74.24 concerning the establishment of a social services institution for prison administration and reintegration employees, aimed at improving the social conditions of workers, retirees, and their families.
In conclusion, the General Delegation for Prison Administration and Reintegration stressed that the current challenge extends beyond merely managing prison institutions and includes building a modern, open prison administration that considers security a fundamental pillar while placing reform and rehabilitation at the heart of its mission, alongside continued efforts to strengthen good governance, accountability, and service quality.
