The regional office of the National Union of Public Health Workers in Moulay Yacoub has voiced deep concern over what it describes as the ongoing marginalization and exclusion of health professionals in the province. In a strongly worded statement, the union accused the provincial health delegation of committing serious management irregularities and making unilateral decisions, in the absence of any genuine effort to institutionalize sectoral social dialogue.
The union firmly rejected recent appointment and transfer decisions, claiming they were made outside the legal framework, undermining the principles of competence and merit. One such decision involved the transfer of a physician from the Sebt El Oudaia Health Center to the Communication and Media Unit, a move the union decried as a deliberate deprivation of local residents’ constitutional right to healthcare.
The statement also criticized the concealment of vacant positions within the provincial health delegation, pointing to a lack of transparency and reliance on temporary appointments based on favoritism and union affiliations, in blatant violation of administrative neutrality and equal opportunity.
Additionally, the union denounced the lack of results disclosure from the call for applications to fill leadership positions—results that have remained undisclosed for nearly a year, which it considers a form of administrative procrastination.
The union also raised concerns over how health program bonuses are distributed, alleging that no social partners are consulted and no list of beneficiaries or selection criteria is shared, leading to the exclusion of many professionals actively involved in these programs.
In conclusion, the union called on relevant authorities, particularly the Ministry of Health and Social Protection, to initiate serious and constructive dialogue with healthcare workers’ representatives and to put an end to what it described as erratic and discriminatory management practices within the local health sector.
