Moroccan Football Federation Dismisses Complaint from Fes-Meknes League President, Calls for Enhanced Sports Integrity

Rabat, Morocco – The Ethics Committee of the Royal Moroccan Football Federation has decided to dismiss the complaint filed by Mr. Mohamed Jalili, President of the Fes-Meknes Regional Football League, against several club delegates due to insufficient evidence. The complaint, dated January 29, 2025, alleged that the accused attacked the platform of the League’s General Assembly, pulled down the Federation’s banner, and broke tables.

Complaint Details and Investigations:

The complaint, received on January 29, 2025, under reference number 5/ع2425341, stated that the events occurred during the League’s Ordinary General Assembly held on January 24, 2025. After the literary and financial reports were read and approved, Jalili claimed that some club delegates – namely Mohamed Moubtassim, Rachid Lachgar, Hassan Alaouni, Abdelmajid Annaji, and Khaled Anadam – attacked the platform, pulled down the Federation’s banner, broke tables, and directed serious accusations at Federation representatives.

During the hearing held by the committee on February 18, 2025, Mr. Mohamed Jalili confirmed the contents of his complaint and promised to submit a CD containing a recording of the events.

Defense’s Argument and Denial of Accusations:

For their part, the accused, including Mr. Mohamed Moubtassim, denied the actions attributed to them. They explained that their intervention was an attempt to stop other behaviors. After the recording provided by the complainant was presented, they stated that they and their companions approached the representative of the Royal Moroccan Football Federation, Mr. Jamal Sannousi, to remind him of the necessity of signing the literary and financial reports before discussing them. They asserted that a table was knocked down by Mr. Hakim Rahmouni, the League’s Vice President, and Mr. Idriss Zwait, the Deputy Treasurer. They also stated that they did not know the circumstances under which the banner was removed due to the presence of several people in front of the platform.

Messrs. Khaled Anadam, Rachid Lachgar, Hassan Alaouni, and Abdelmajid Annaji confirmed the same statements.

Defense’s Plea and Committee’s Decision:

The defense counsel for the accused, Professor Toufik El Kahal, argued that the events mentioned in the complaint differed from the complainant’s claims. He pointed out that the recording showed that the reason for one of the tables falling was consistent with the accused’s statements, and that the banner’s removal was not their doing. He added that his clients’ approach to the platform was due to “violations in the League’s management,” indicating that Federation representatives were not subjected to any assault as they did not file any complaint on the matter. The defense ultimately requested that the case be dismissed due to lack of evidence.

Based on these deliberations, the Ethics Committee decided the following:

  1. To declare its jurisdiction to hear the case.
  2. To dismiss the case due to lack of evidence.
  3. To notify the parties of the decision and their right to appeal within the legally stipulated period before the Central Appeals Committee of the Royal Moroccan Football Federation.

The Ethics Committee aims to apply the Code of Ethics, which stipulates sanctions for any conduct that undermines the integrity and image of football and its bodies, with the exception of actions defined in other regulations and related to the field of play.
