Le ministre marocain de la Justice, Abdellatif Ouahbi, a tenu, mardi dans la capitale qatarie Doha, des entretiens bilatéraux avec le ministre de la Justice de l’État du Qatar, Ibrahim bin Ali Al Mohannadi, en marge de la participation des deux pays aux travaux du Doha Forum on Law.
The Moroccan Minister of Justice, Abdellatif Ouahbi, held bilateral talks on Tuesday in the Qatari capital Doha with the Minister of Justice of the State of Qatar, Ibrahim bin Ali Al Mohannadi, on the sidelines of both countries’ participation in the Doha Forum on Law.

Cette rencontre a constitué une occasion de passer en revue les moyens de renforcer la coopération juridique et judiciaire entre le Royaume du Maroc et l’État du Qatar, ainsi que d’échanger des points de vue sur plusieurs questions d’intérêt commun, dans un contexte marqué par une coordination et une coopération continues dans les relations bilatérales, notamment dans les domaines liés à la modernisation des législations et au renforcement de la gouvernance juridique.
The meeting provided an opportunity to review ways to strengthen legal and judicial cooperation between the Kingdom of Morocco and the State of Qatar, and to exchange views on several issues of mutual interest, against a backdrop of ongoing coordination and cooperation in bilateral relations, particularly in areas related to legislative modernization and the strengthening of legal governance.

Au cours des discussions, les deux parties ont souligné l’importance de développer le partenariat juridique afin de répondre aux rapid economic and technological transformations, saluant le rôle joué par le Doha Forum on Law en tant qu’espace de dialogue et d’échange d’expertise entre décideurs et experts, notamment sur les questions de réforme de la justice, d’attractivité de l’investissement, de transformation numérique et d’utilisation des technologies modernes, en particulier l’intelligence artificielle.
During the discussions, both sides stressed the importance of advancing the legal partnership to respond to rapid economic and technological transformations, praising the role of the Doha Forum on Law as a platform for dialogue and the exchange of expertise among policymakers and experts, particularly on issues of justice reform, investment attractiveness, digital transformation, and the use of modern technologies, notably artificial intelligence.

Dans ce cadre, le ministre marocain de la Justice a indiqué que la participation du Royaume au forum s’inscrit dans une orientation fondée sur l’ouverture et le renforcement de la coopération régionale et internationale, ainsi que sur le partage d’expériences en matière de réforme du système judiciaire, en cohérence avec les chantiers de réforme que connaît le secteur de la justice au Maroc, sous la sage conduite de Mohammed VI. Il a également insisté sur la nécessité de moderniser l’arsenal juridique et législatif afin de renforcer la sécurité juridique et de consolider la confiance dans le climat des affaires, conformément aux principes de transparence et de l’État de droit.
In this context, the Moroccan Minister of Justice stated that the Kingdom’s participation in the forum aligns with its openness-oriented approach and efforts to strengthen regional and international cooperation, as well as to share experiences in reforming the justice system, in line with the reform initiatives underway in Morocco’s justice sector under the wise leadership of King Mohammed VI. He also emphasized the importance of modernizing the legal and legislative framework to enhance legal certainty and strengthen confidence in the business climate, in accordance with the principles of transparency and the rule of law.

For his part, the Qatari Minister of Justice expressed his appreciation for the level of cooperation with Morocco, commending the Moroccan experience in justice reform and legislative modernization, and reaffirming the State of Qatar’s commitment to strengthening its legal partnerships with sister countries, within a vision aimed at developing a modern legislative environment that supports investment and sustainable economic transformation.
De son côté, le ministre qatari de la Justice a salué le niveau de coopération existant avec le Maroc, mettant en avant l’expérience marocaine en matière de réforme de la justice et de modernisation des législations, et réaffirmant l’engagement de l’État du Qatar à renforcer ses partenariats juridiques avec les pays frères, dans le cadre d’une vision visant à promouvoir un environnement législatif moderne favorable à l’investissement et à la transformation économique durable.

Les discussions ont également porté sur plusieurs dossiers prioritaires, notamment le développement des cadres juridiques liés à l’investissement, le renforcement des modes alternatifs de règlement des différends, en particulier l’arbitrage et la médiation, en tant que mécanismes contribuant à réduire les délais de traitement des litiges et à renforcer la confiance des investisseurs dans les systèmes judiciaires, ainsi que l’examen des voies de coopération en matière de lutte contre la criminalité financière, y compris la corruption et le blanchiment d’argent.
The talks also addressed several priority issues, including the development of legal frameworks related to investment, the strengthening of alternative dispute resolution mechanisms—particularly arbitration and mediation—as tools that help reduce dispute resolution timelines and enhance investor confidence in judicial systems, as well as exploring avenues of cooperation in combating financial crimes, including corruption and money laundering.

À l’issue des échanges, les deux ministres ont réaffirmé leur satisfaction quant au niveau de coordination existant entre leurs ministères respectifs et ont exprimé leur volonté de poursuivre le renforcement de la coopération juridique et judiciaire à travers l’échange de visites, l’organisation de technical meetings, et le partage d’expertise, au service des intérêts communs et du renforcement de la coopération juridique arabe.
At the conclusion of the discussions, both ministers reiterated their satisfaction with the level of coordination between their respective ministries and expressed their determination to further strengthen legal and judicial cooperation through the exchange of visits, the organization of technical meetings, and the sharing of expertise, in a manner that serves mutual interests and supports Arab legal cooperation.
