Cocaine Trafficking: Two French Nationals Extradited from Morocco to France

Toulouse – The Public Prosecutor of the Republic in Toulouse, Mr. David Charmatz, announced on Sunday, November 30, 2025, the extradition of two French nationals from Morocco to French authorities. They were questioned and placed in pre-trial detention on Friday, November 28, as part of the dismantling of a drug trafficking network operating between Spain and France.

The suspects, aged 27 and 28, face charges including “drug trafficking, organized importation of narcotics, and money laundering resulting from organized drug trafficking,” covering the period from January 2021 to February 2024, according to the statement issued by the Public Prosecutor’s office. They are suspected of being part of the leadership of the network known as “Arai Farmers,” operating from Barcelona under high-level supervision from Morocco, and using the Telegram application for coordination.

The two suspects, who hail from Toulouse, were targeted by a European arrest warrant issued in April 2024, along with two other leaders, after they fled to Morocco, the statement explained. The first of the four suspected leaders was arrested upon his return to France after 18 months in Morocco, in June 2025, and was placed in pre-trial detention after questioning. The other two, who have prior criminal records, were arrested in February 2025 and detained in Morocco before being extradited to France and transferred to Toulouse on Friday, with investigations continuing to secure the extradition of the remaining fugitives.

The investigations were launched by the Toulouse National Gendarmerie Investigation Section following an attempted assassination in 2021 and have resulted in two waves of arrests, leading to 40 individuals being questioned so far, 15 of whom are in pre-trial detention. According to the Public Prosecutor, the criminal organization provided distribution and mail-order delivery networks to multiple French cities, relying on “feeder” apartments in the Toulouse area. Cocaine supplies from Barcelona were transported via vehicles equipped with hydraulic hiding places or modified tanks. The investigations, conducted in close cooperation with the Spanish Civil Guard, also uncovered money laundering circuits through fake invoices and cryptocurrency flows.

The border between France and Spain is one of the main entry points for drugs into France, with two-thirds of the narcotics passing through the A9 motorway, which runs along the Mediterranean coast between the two countries, as reported by the former Public Prosecutor of Perpignan, Jean-David Cavaillé.
