First Regional Forum on Public Service Governance in Fez: Youth as Strategic Partner in Improving Public Health Services

The Conference Palace in the city of Fez hosted, on Tuesday, November 4, 2025, the proceedings of the First Regional Forum on Public Service Governance, under the theme “Youth: A Strategic Partner in Improving Public Health Services.” This event comes within the framework of promoting a culture of good governance and establishing the values of citizen-oriented public services, organized by the Regional Delegation of the Ombudsman Institution of the Kingdom, in partnership with the Regional Directorate of the Ministry of Youth, Culture and Communication – Youth Sector – in the Fez-Meknes region.

The forum proceedings were chaired by Mr. Hassan Tarek, Ombudsman of the Kingdom, Mr. Mohamed El Hassani Sakkali, Regional Delegate of the Institution, and Mr. Ismail El Hamraoui, Regional Director of the Youth Sector in the Fez-Meknes region. The event was attended by the Secretary General of the Fez-Meknes Regional Governorate, representing the Wali, along with provincial directors of the youth sector in the region, and representatives of judicial, territorial and elected authorities, external services, and the university. The meeting also witnessed broad participation from youth, civil society, and media activists.

The forum constituted an important occasion to deepen the debate on the roles of youth in improving public health services and establishing the principles of mediation and good governance, in line with the Royal directives of His Majesty King Mohammed VI, may God grant him victory and support. Discussions focused on how to make youth strategic partners in improving the quality of public health services, with emphasis on institutional mediation mechanisms to address complaints and enhance transparency.

This forum is considered a first step at the regional level toward enhancing citizen participation, especially among youth, within the framework of national efforts to develop public services. Participants emphasized the importance of such initiatives in building citizens’ trust in public administration, with calls to expand their scope to other regions.
