On Wednesday, the Spanish Parliament approved a decree-law imposing a comprehensive embargo on the export and import of arms and defense equipment to and from Israel. The measure was championed by Socialist Prime Minister Pedro Sánchez as a means to “stop the genocide” in Gaza.
The legislation passed with 178 votes in favor and 169 against, after Sánchez’s minority government secured the support of left-wing Podemos party deputies, who had kept their position uncertain until the morning of the vote. During a parliamentary control session, Sánchez criticized the leader of the conservative People’s Party (PP), Alberto Núñez Feijóo, who opposed the embargo, saying, “This government proposed an embargo targeting Netanyahu’s government to stop the genocide in Gaza, and you will vote against it?”
According to Sánchez, Spain has effectively applied this embargo since October 2023. He initially announced it on September 8, 2025, as part of a series of measures aimed at “ending the genocide in Gaza.” The announcements sparked strong reactions from the Israeli government, which had already recalled its ambassador in 2024 following Spain’s recognition of the State of Palestine.
The decree’s preamble states that “Israel’s response to the horrific attacks carried out by the terrorist group Hamas on October 7, 2023, ultimately became an indiscriminate assault on the Palestinian population, which most experts have described as genocide.”
The decree-law enacts “urgent measures (…) in support of the Palestinian people,” including a total ban on exporting defense materials, products, and related technologies to Israel, as well as prohibiting their import into Spain.
It also blocks aviation fuel transit requests with potential military uses and bans advertising for products “originating from illegal settlements in Gaza and the West Bank.” However, the text allows the cabinet, in exceptional cases, to authorize transfers of defense materials, other equipment, and dual-use goods and technologies “if applying the ban would harm general national interests.”
Spain is among the most vocal European critics of Israel’s military offensive in Gaza, which was launched as a response to Hamas’s attacks on October 7, 2023.
The vote, initially scheduled for Tuesday, was postponed to Wednesday to avoid coinciding with the anniversary of the Hamas attacks. The Israeli Embassy in Madrid condemned the timing in a statement, calling it “a cynical and condemnable decision” to hold the vote on October 7.
