Minister of Interior Abdelouafi Laftit announced during a session of oral questions at the House of Councillors that over 1,240 communes, spread across 53 provinces and prefectures throughout the regions of Morocco, are benefiting from a program aimed at rehabilitating communal health preservation offices.
The minister explained that while the number of these offices did not exceed 271 in 2018—covering only about 18% of communes—a national program launched in 2019 led to the establishment of 130 joint offices between communes. This initiative has contributed to increasing coverage to an estimated 71% by the end of 2025, with an ambitious target to reach near 100% coverage by the end of 2026.
Laftit highlighted that the first three phases of the program resulted in the creation of 76 communal health preservation offices, while the current fourth phase, which began in 2025, aims to establish 54 additional offices. The total cost of the program is approximately 1.04 billion dirhams, with the Ministry of Interior contributing 738 million dirhams alongside providing logistical and technical support to equip these vital facilities.
Regarding human resources, a recruitment program was launched to employ nearly 260 doctors, 130 veterinary doctors, 260 nurses, and 260 health preservation technicians across Morocco’s regions. So far, 96 professionals—including 27 doctors, 41 veterinary doctors, 24 nurses, and 6 health technicians—have joined following competitive exams held at provincial and prefectural council levels. A new recruitment cycle is planned in the coming months to fill remaining vacancies.
The minister emphasized the crucial role of human resources in the system, noting that the health preservation offices rely on qualified teams including veterinarians, nurses, technicians, and assistants, supervised by communal doctors. This structure operates under a joint ministerial decree defining the duties of doctors and dental surgeons affiliated with the Ministry of Interior.
Moreover, Laftit underscored the central roles these offices play in managing mortality and funerals, transporting patients, the injured, and pregnant women, as well as in disinfection campaigns, combating disease vectors, epidemics, rabies, food poisoning, and controlling stray animals—establishing them as essential pillars in protecting public health.
This comprehensive program reflects the Ministry of Interior’s efforts to strengthen and align the communal health preservation infrastructure with national health requirements, aiming for full coverage that enhances the quality of health services provided across all regions of Morocco.
