Fez Court Sentences Former District President and Local Authority Leader to Two Years in Urban Planning Corruption Case

The Financial Crimes Chamber of the Fez Court of Appeal issued its ruling on Tuesday evening in the case of urban planning violations in the Jnan El Ward district. Among the defendants were local officials, including the former district president and the former leader of the Louizat administrative annex, as well as several employees, local authority aides, engineers, and contractors.

After multiple hearings during which the court listened to the defendants, witnesses, and closing arguments from the defense and public prosecutor, the presiding judge sentenced former district president Reda Assal to two years in prison and a fine of 20,000 dirhams, after convicting him of abuse of power and overlooking urban planning violations.

The court also sentenced the former leader of the Louizat administrative annex to 18 months in prison and an equal fine for his involvement in unauthorized facilitation of construction permits.

In the same case, three local authority aides from the administrative annexes of Sehb El Ward and Jnan Louizat were each sentenced to one year in prison and a fine of 5,000 dirhams, while four engineers were given two months in prison and a fine of 2,000 dirhams each.

On the other hand, the court acquitted the third deputy of the district president and two employees from the Fez Water and Electricity Utility (RADEEF) of all charges.

The case dates back to July 2024, when the regional division of the judicial police began investigations into alleged irregularities in managing urban planning files within the Jnan El Ward district, then headed by Reda Assal. The case has been considered one of the most prominent local urban planning corruption scandals in the city.
