Rabat: Morocco and France Sign Joint Security Action Plan to Combat Organized Crime

In a new step to strengthen bilateral security cooperation, the headquarters of the General Directorate of National Security (DGSN) in Rabat hosted, on Tuesday, June 24, 2025, the signing of a joint action plan between Moroccan national security services and the French National Police.

The agreement was signed by Morocco’s Director General of National Security and Territorial Surveillance, Mr. Abdellatif Hammouchi, and his French counterpart, Mr. Louis Lejay, Director General of the French National Police. The signing ceremony was attended by the French Ambassador to Rabat and several senior security officials from both countries.

A Roadmap Against Transnational Crime

A joint statement from Morocco’s DGSN and DGST described the plan as a clear and institutional roadmap for intensifying cooperation in fighting transnational organized crime. The agreement aims to develop mutual assistance mechanisms and establish joint task forces to track internationally wanted criminals and dismantle criminal networks.

A Multi-Dimensional Strategic Partnership

The signed agreement also paves the way for enhanced cooperation in police training, intelligence sharing, technical support, and operational coordination—reflecting the depth of Moroccan-French relations and both nations’ shared commitment to mutual security.

During the meeting, the French official expressed his deep appreciation for Morocco’s effective role in supporting France’s internal security, especially in combating terrorism, securing the Olympic Games, and apprehending individuals wanted by French judicial authorities.

High French Honor Awarded to Hammouchi

At the conclusion of the ceremony, French Ambassador Christophe Lecourtier presented Mr. Abdellatif Hammouchi with the Officer of the Legion of Honor, France’s highest civilian distinction. The decoration recognizes Morocco’s leadership in security, counter-terrorism, and the fight against organized crime, as well as the contributions of the DGSN in bolstering regional and international safety.
