Government Approves Draft Law to Establish the National Agency for Child Protection

The Government Council, during its meeting held today, Thursday, approved Draft Law No. 29.24 concerning the establishment of the National Agency for Child Protection, as well as the organization of child protection centers and social care institutions dedicated to children.

An official statement issued following the council meeting indicated that this draft law, submitted by the Minister of Justice, Abdelatif Ouahbi, comes within the special attention that His Majesty King Mohammed VI, may God assist him, grants to the child protection initiative, as part of the major reforms taking place in the Kingdom.

A Public Institution for Child Protection

The legal text aims to establish an independent public institution responsible for implementing state policy in the field of child protection and promotion, under the name “National Agency for Child Protection.” This agency shall have legal personality and financial independence.

Legislative and Institutional Reforms

The statement confirmed that the draft law seeks to continue legislative and institutional reforms in the area of child protection by addressing several challenges, including:

  • Legal gaps regarding child protection centers;
  • Multiple actors and overlapping jurisdictions;
  • Lack of effective coordination between institutions;
  • Failure to consider the specific needs of various categories of children benefiting from protection.

Towards Effective and Coordinated Child Protection

The draft law focuses on enhancing institutional coordination and ensuring effective protection for children in vulnerable situations through a comprehensive approach based on integration among various actors involved in care and support.

The new agency is expected to become a strategic lever for improving services provided to children and consolidating governance in managing child protection and social care institutions.
