Experts Discuss Latest Developments in Juvenile Justice Policy at Faculty of Law in Fez

On Tuesday, May 27, 2025, the Faculty of Legal, Economic and Social Sciences in Fez hosted a scientific symposium titled: “Recent Developments in Criminal Policy in the Field of Juvenile Justice.” The event was organized in partnership with Halqat Wasl Association from Casablanca and Relay Society, as part of a project aimed at enhancing the capacities of outstanding graduate students in this field.

The event took place at the Doctoral Studies Center, near the faculty, and brought together experts, academics, and government officials who discussed the latest shifts in criminal policy relating to juvenile justice, in light of current social and human rights challenges.

Hicham Mellati, Director of Criminal Affairs and Pardons at the Ministry of Justice, contributed a presentation outlining the Ministry’s vision for developing juvenile justice and enhancing legal protection for minors in conflict with the law, in alignment with Morocco’s constitutional and international obligations.

The Dean of the Faculty, Dr. Mohamed Bezlafa, emphasized in his opening speech the importance of engaging research students in legal debates and the role of the university in producing legal knowledge related to human rights and justice.

Dr. Hassan Rahiba, a faculty researcher, provided an academic perspective on the legal and social challenges surrounding juvenile justice, stressing the need to harmonize national legislation with international child protection standards.

The President of the Halqat Wasl (Prison–Community) Association highlighted the importance of collaboration between the state and civil society in strengthening juvenile justice. She stressed that a participatory approach is essential for any successful reform, particularly in terms of prevention and reintegration.

Organizers aimed to strengthen the skills of student researchers through direct engagement with policymakers and experts, providing a platform for academic dialogue on public policy in juvenile justice. The initiative aspires to train a new generation of legal researchers equipped with analytical tools in law and human rights.
