Government Council Discusses Important Draft Decrees and International Agreements in Weekly Meeting

Rabat, Morocco – The Government Council is set to convene on Thursday, Dhu al-Qa’dah 24, 1446 AH, corresponding to May 22, 2025, to discuss a number of important draft decrees, laws, and international agreements, in addition to proposals for appointments to high-level positions. The meeting, part of its weekly agenda, will be chaired by the Head of Government.

The Council’s agenda includes the discussion of three main draft decrees:

  1. Draft Decree No. 2.25.398: This project pertains to “the creation of new districts and caïdats (administrative divisions).” This draft is presented by the Minister of Interior.
  2. Draft Decree No. 2.25.386: This aims to “determine the modalities for applying alternative penalties.” This draft is presented by the Minister of Justice.
  3. Draft Decree No. 2.23.152: This relates to “the application of Article 13 of Framework Law No. 97.13 concerning the protection of the rights of persons with disabilities and their promotion.” This draft is presented by the Minister of National Education, Preschool, and Sports.

The Council will also consider two draft laws for the ratification of international agreements concluded by the Kingdom of Morocco with the Kingdom of Saudi Arabia:

  1. Draft Law 10.25: This approves the “Agreement on the Transfer of Sentenced Persons between the Government of the Kingdom of Morocco and the Government of the Kingdom of Saudi Arabia,” signed in Riyadh on November 13, 2024.
  2. Draft Law 13.25: This approves the “Agreement on Mutual Legal Assistance in Criminal Matters between the Government of the Kingdom of Morocco and the Government of the Kingdom of Saudi Arabia,” signed in Riyadh on November 13, 2024. Both draft laws are presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.

The Government Council will conclude its work by presenting “proposals for appointments to high-level positions” in accordance with the provisions of Article 92 of the Constitution, where 92 appointment proposals will be discussed.

The issues on the Council’s agenda reflect an interest in internal organizational and administrative aspects, as well as strengthening judicial and security cooperation at the international level, particularly with sister nations, and affirming Morocco’s commitment to protecting the rights of special categories.
