Full text of the royal message addressed to the participants in the Arab Summit in Baghdad

His Majesty King Mohammed VI, may God assist him, addressed the 34th Summit of the League of Arab States, which commenced its proceedings today, Saturday, in Baghdad, Republic of Iraq.

The following is the text of the Royal Address, which was read by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita:

“Praise be to God, and prayers and peace be upon our Master, the Messenger of God, and upon his family and companions.

His Excellency President Abdul Latif Jamal Rashid, President of the Republic of Iraq and President of the Summit,

Your Majesties, Highnesses, and Excellencies,

His Excellency the Secretary-General of the League of Arab States, Mr. Ahmed Aboul Gheit,

Your Excellencies and Excellencies,

I am pleased, at the outset, to extend my sincere thanks to my brother, His Excellency President Abdul Latif Jamal Rashid, and to the brotherly Iraqi people, for hosting this summit, and for the diligent efforts made to provide suitable conditions for its holding, in an atmosphere of fraternity and consensus, wishing its proceedings full success.

On this occasion, I would like to commend the benevolent efforts made by my dearest brother, His Majesty King Hamad bin Isa Al Khalifa, Monarch of the sisterly Kingdom of Bahrain, during his presidency of the Manama Summit.

The tragic situation in the Palestinian territories, which daily claims the lives of dozens of unarmed Palestinian civilians in the West Bank and Gaza, calls upon the international community and world public opinion to question the universal and humanitarian standards with which the tragedy of the brotherly Palestinian people is dealt, and the grave violations of international law, international humanitarian law, and all human rights principles that they endure.

In view of the alarming situation in the region, after the collapse of the ceasefire agreement in the Gaza Strip, we call from this platform, based on the determinants we previously set to extract it from this dark tunnel, for the following:

First: The immediate cessation of military operations and a return to the negotiating table with the aim of reviving the truce agreement, with a view to announcing a permanent ceasefire.

Second: Urgent intervention to stop Israeli military aggressions in the West Bank, especially house demolitions and the displacement of unarmed, safe residents from areas under Israeli security control.

Third: Work to ensure the continuous flow of humanitarian aid, especially medical and food supplies, to the Gaza Strip and the West Bank, without hindrance for any reason whatsoever.

Fourth: Preservation of the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and support for it to carry out the tasks entrusted to it by the international community for the benefit of civilian populations.

Fifth: The establishment of an integrated roadmap for launching the reconstruction plan, approved by the last extraordinary Arab Summit in Cairo, without displacement of the population, under the administration of the Palestinian Authority and Arab and international supervision.

Based on the constants of the foreign policy of the Kingdom of Morocco, its historical responsibility towards its brethren, and its stances on the Palestinian issue, we reaffirm the following:

  • The necessity of opening prospects for a political solution, with the aim of establishing true and just peace in the region, guaranteeing the Palestinian people their legitimate rights, and establishing an independent Palestinian state, on the June 1967 borders, with East Jerusalem as its capital, and the Gaza Strip as an integral part thereof.
  • Providing sufficient support to the Palestinian Authority, led by our brother His Excellency President Mahmoud Abbas Abu Mazen, and strengthening its institutions, in a manner that meets the aspirations of the Palestinian people for security, peace, progress, and prosperity.
  • Emphasizing that national reconciliation remains the essential gateway to strengthening the Palestinian position in any anticipated peace process.

And from the standpoint of the responsibility entrusted to us, as President of the Al-Quds Committee, we will continue to defend the holy sites, foremost among them the Holy City of Al-Quds, by combining political and diplomatic action with fieldwork, carried out by Bayt Mal Al-Quds Agency, in implementing concrete plans and projects aimed at preserving the civilizational and spiritual identity of the Holy City, improving the social and living conditions of Jerusalemites, and supporting their steadfastness1 and presence in Jerusalem.

The exceptionally delicate and difficult circumstances under which this important summit is being held necessitate the availability of a sincere political will that believes in joint construction, commitment to the principles of good neighborliness, respect for the national sovereignty and territorial integrity of states,2 refraining from interfering in their internal affairs, and embracing separatist movements that history has disavowed and no longer have a place in light of current international changes and developments.

From this perspective, the effectiveness of joint Arab action will not be achieved without completing the reform of our organization, which began years ago, in a way that meets the aspirations of our countries, in a spirit of consensus and harmony.

The Kingdom of Morocco supports all initiatives capable of developing joint Arab cooperation to address the crisis of rising food and energy prices, water scarcity, and to urgently tackle the negative impacts of climate change.

Strengthening the principles of political solidarity and supporting Arab causes will only achieve its goals by establishing strong inter-economic and commercial partnerships capable of opening the widest horizons for achieving the conditions of growth and prosperity for all Arab peoples.

Despite the great importance of the economic aspect, as a driving force for strengthening our Arab system, reality reflects a significant weakness, whether in terms of trade exchange or investment flows, as well as in benefiting from successful experiences in the industrial and service sectors between the countries of our region, despite the integrated structure of their economies.

The Arab region recorded modest growth not exceeding 1.9% in 2024, amid increasing uncertainty in the global economy. Furthermore, our region remains far from the status of a leading economy in terms of living standards, due to low productivity, weak competition, poor business environment, and the fragility of the private sector.

Perhaps investment in renewable energy, artificial intelligence, and modern technologies represents a real opportunity for development and transition to more sustainable green economic models, and engagement in global developments, for the benefit of the peoples of our Arab region.

North Africa remains the least economically integrated region in the Arab world, and the least dynamic in terms of intra-regional trade, despite its abundant natural resources and economic potential.

In view of this situation, we can only express, once again, our regret at the failure of the Arab Maghreb Union to play its natural role in supporting common development for the Maghreb countries, particularly by ensuring the free movement of persons, capital, goods, and services among its five states.

In light of the painful and regrettable situations experienced by some sisterly Arab countries, the Kingdom of Morocco has spared no effort and will not spare any effort to mend divisions and contribute to finding solutions to the crises plaguing our Arab region, based on prioritizing dialogue and peaceful initiatives, away from the logic of force and military solutions.

I specifically mention here the crisis in sisterly Libya, where the Kingdom of Morocco, since its inception, has engaged with full determination and dynamism in international and regional efforts aimed at reconciling its political factions and facilitating their endeavors to find a solution to that crisis.

As for sisterly Syria, the Kingdom of Morocco reiterates its steadfast historical position, which we have previously expressed in our message to our brother His Excellency President Ahmad Al-Sharaa, which consists of supporting the resilient Syrian people in achieving their aspirations for freedom, security, and stability, and preserving Syria’s territorial integrity and national sovereignty.

Embodying this position towards our brethren in Syria, and in support of this promising path, the Kingdom of Morocco has decided to reopen its embassy in Damascus, which was closed in 2012, which will contribute to opening wider horizons for the historical bilateral relations between our two countries and our brotherly peoples.

Morocco also follows with deep concern the dangerous developments occurring in some Arab countries, such as Yemen, Sudan, and Lebanon. It reaffirms its engagement and support for all endeavors and efforts aimed at advancing the political process leading to stability and peace in these Arab countries, overcoming differences and disputes through peaceful and diplomatic means, and preserving the national sovereignty and territorial integrity of the sisterly Arab countries.

In conclusion, I reiterate the full readiness of the Kingdom of Morocco to engage in any dynamic that would advance joint Arab action, contributing to achieving the aspirations of our peoples for more security, stability, progress, and prosperity.

May God grant us success for the good of our Arab peoples,
