Statement from the Spokesperson of the Royal Palace

His Majesty King Mohammed VI, may God assist him, chaired a Ministerial Council today, Monday, May 12, 2025, corresponding to Dhu al-Qa’dah 14, 1446 AH, at the Royal Palace in Rabat. The Council was dedicated to approving a draft organic law, four draft decrees concerning the military domain, a number of international agreements, in addition to proposals for appointments to senior positions.

At the beginning of the Council’s proceedings, His Majesty the King, may God exalt him, inquired with the Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests about the impact of rainfall on the agricultural season, the current situation of the national livestock herd, and the measures prepared by the government for the sustainable reconstitution of the herd and the improvement of livestock breeders’ conditions.

The Minister responded that the rainfall experienced by the country has had a very positive impact, particularly on grain production, autumn and spring crops, and fruit trees. It has also had a positive effect on vegetation cover and livestock in various regions of the Kingdom.

In this context, His Majesty, may God preserve him, issued his high directives to ensure that the herd reconstitution process is successful at all levels, with full professionalism and in accordance with objective criteria, and that the supervision of the support management process is entrusted to committees overseen by local authorities.

His Majesty the King also inquired with the Minister of Equipment and Water about the dam filling rates and their impact on the water situation in the country. The Minister highlighted that the current dam filling rate stands at 40.3%, and that this increase allows for the mobilization of 6.7 billion cubic meters of water, equivalent to one and a half years of drinking water consumption.

Subsequently, the Ministerial Council approved a draft organic law amending and supplementing the organic law relating to the statute of judges. This draft aims to strengthen the guarantees granted to judges by aligning with the recent amendments to the general statute of the civil service, concerning medium-term sick leave, long-term sick leave, and leave granted for childbirth, paternity, fostering, and breastfeeding.

His Majesty the King, may God exalt him, also approved four draft decrees concerning the military domain. These include a draft decree relating to military air navigation; and a draft decree amending and supplementing the decree on the status of military attachés, their assistants, and other military personnel assigned to1 work with them.

The other two draft decrees respectively amend and supplement the Royal Decree determining the salaries of military personnel receiving a monthly salary belonging to the Royal Armed Forces; and amend and supplement the decree relating to the determination of the system of salaries, food, and travel expenses of military personnel in the Royal Armed Forces receiving a special progressive salary, as well as the related administrative and accounting rules.

These two projects are part of the special care that His Majesty the King, Supreme Commander and Chief of General Staff of the Royal Armed Forces, accords to settling the material situation of certain categories of these forces, in order to develop their field capabilities and raise the level of their competence and readiness.

In the context of strengthening partnership and cooperation relations between Morocco and a number of sisterly and friendly countries, the Ministerial Council approved eleven international agreements, including eight agreements concerning the African space, two agreements at the Asian level, and one agreement with a European country.

Six of these agreements are distinguished by the fact that they were signed in the cities of Laayoune and Dakhla in the Moroccan Sahara, in an explicit recognition of Morocco’s full sovereignty over this part of the national territory.

These agreements cover the areas of judicial and customs cooperation, higher education, scientific research and innovation, transport, logistics and energy, the avoidance of double taxation and the prevention of tax evasion, in addition to an agreement concerning Morocco’s hosting of the permanent headquarters of the African Union of the Blind.

Pursuant to the provisions of Article 49 of the Constitution, upon the proposal of the Head of Government and on the initiative of the Minister of Interior, His Majesty the King, may God exalt him, appointed a number of Walis (Governors) and Governors in the central and territorial administration. These appointments are as follows:

Upon the proposal of the Head of Government and on the initiative of the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, His Majesty the King, may God assist him, appointed a number of His Majesty’s Ambassadors to several friendly and partner countries. These appointments are as follows:

Upon the proposal of the Head of Government and on the initiative of the Minister of Economy and Finance, His Majesty the King, may God preserve him, appointed the following:

2 – Mr. Saïd Jabrane, as Director General of the National Guarantee and Business Financing Company.

Upon the proposal of the Head of Government and on the initiative of the Minister of Health and Social Protection, His Majesty2 appointed Mr. Mohamed Akouri as Director General of the Territorial Health Group for the Tangier-Tetouan-Al Hoceima region.

This appointment comes within the framework of activating the establishment of territorial health groups, with the Tangier-Tetouan-Al Hoceima region chosen as a pilot region, with a view to generalizing these groups to the rest of the Kingdom’s regions.

Upon the proposal of the Head of Government and on the initiative of the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, His Majesty the King, may God exalt him, appointed Mr. Amine Mezzouaighi as Director General of the Digital Development Agency.
