HM the King Launches Establishment of Regional Stock and Initial Reserves Platform in Rabat-Salé-Kénitra, Embodying Morocco’s Resilience Model in the Face of Disasters

Salé – His Majesty King Mohammed VI, may God assist Him, accompanied by His Royal Highness Crown Prince Moulay El Hassan, launched on Wednesday in the commune of عامر (Salé Prefecture), the works for the creation of the Regional Stock and Initial Reserves Platform for the Rabat-Salé-Kénitra region. This project embodies the leading Moroccan model of resilience and rapid response to relief operations in the event of disasters.

This project is in line with the High Royal Directives aimed at establishing major platforms for stock and initial reserves (tents, blankets, beds, medicines, foodstuffs, etc.) in all regions of the Kingdom, with the aim of optimal preparedness to face various types of disasters immediately and effectively, whether floods, earthquakes, or chemical, industrial, and radiological risks.

The platform for the Rabat-Salé-Kénitra region will be built on a total area of 20 hectares, with completion scheduled within 12 months and a total budget of 287.5 million dirhams. The project includes the construction of four warehouses, each with an area of 5,000 square meters, two hangars for heavy equipment, each with an area of 2,500 square meters, as well as a heliport and parking spaces.

This regional platform is part of a comprehensive national program, presented to His Majesty the King on this occasion, which aims to establish 12 similar platforms with a total investment of 7 billion dirhams, of which 2 billion dirhams are allocated for construction, and 5 billion dirhams for the acquisition of necessary materials and equipment.

These platforms, which will be built on a total land area of approximately 240 hectares, will house 36 warehouses, distributed based on the population density of each region and the potential risks it may face.

For the six regions with high population density and significant potential risks (Casablanca-Settat, Rabat-Salé-Kénitra, Marrakech-Safi, Fez-Meknes, Tangier-Tetouan-Al Hoceima, and Souss-Massa), each platform will consist of four warehouses with a total area of 20,000 square meters. The platforms for the other six regions (Oriental region, Béni Mellal-Khénifra, Drâa-Tafilalet, Guelmim-Oued Noun, Laâyoune-Sakia El Hamra, and Dakhla-Oued Eddahab) will each have two warehouses with a total area of 10,000 square meters.

The materials and equipment to be stored in these platforms aim to ensure a rapid and effective response to the needs of affected populations in the event of any disaster, and to secure immediate and comprehensive coverage of basic needs in the areas of rescue, assistance, and shelter, in line with His Majesty the King’s proactive vision.

In this context, these materials and equipment, intended for immediate deployment following any potential disaster, will include the following main categories:

  • Shelter: Providing 200,000 multi-service tents and related equipment (camping beds, regular beds, blankets…).
  • Food: Providing mobile bakeries and kitchens, as well as ready-made meals for affected families.
  • Water and Electricity Supply: Equipment for filtering and treating drinking water, and mobile power generators.
  • Enhancing Rescue and Intervention Capabilities: Stocks of necessary equipment to deal with floods, rescue operations in cases of earthquakes and landslides, and the management of chemical, industrial, and radiological risks.
  • Healthcare: Providing 6 field hospitals in the first phase (50 beds each), and 6 additional hospitals in the second phase, including emergency operation units and specialized medical units. This mobile hospital infrastructure will be strengthened by advanced medical centers in the affected areas to provide triage and first aid. This also includes the provision of drug stocks to meet the immediate needs of affected individuals. Specialized teams will manage the storage of food and medicines according to very strict standards.

The establishment of these platforms aims to develop the national emergency infrastructure, improve the comprehensive crisis intervention system, ensure faster delivery of relief and assistance to those affected, and strengthen Morocco’s resilience in the face of various challenges and crises.

The comprehensive program for the creation of regional stock and initial reserves platforms will also enable the availability of strategic stocks capable of meeting three times the needs that were addressed following the Al Haouz earthquake, in addition to developing a national system for the production of equipment and materials necessary for the immediate launch of relief operations in the event of disasters.

These regional platforms, whose locations have been carefully selected according to safety standards, have been designed based on an in-depth analysis of the needs of each region of the Kingdom, taking into account the potential risks they may face, and drawing on a study of best practices and international standards in this field.
