The ordinary May 2025 session of the Fès City Council began moments ago at the Council’s headquarters, following a delay from its scheduled start at 10:00 a.m.
This session is expected to be particularly significant given the scope and diversity of its 36-item agenda, which includes financial and organizational matters, current administrative issues, and local and international partnership projects.
The session opened with a report on the activities of the Council President, followed by committee reports from recent meetings. Key financial items include allocation of the 2024 budget surplus, amendments to the second phase of the 2025 budget, and the creation of a special account for urban bus transport, in addition to reprogramming funds from the second part of the budget.
Among the controversial topics is the review of “Fès Parking”, a local development company that has sparked public debate in previous periods. Also on the agenda is a draft agreement to establish a new local development company for managing sports facilities.
Several partnership agreements are set for a vote, including cooperation deals with international cities and municipalities, such as Fann-PointE-Amitié and Thiaroye Sur Mer in Senegal, a twinning agreement with San Miguel in El Salvador, renewal of cooperation with Montpellier, France, and a twinning memorandum with Nizwa, Sultanate of Oman.
Social issues are also present, including resettlement projects for families living in informal settlements, such as Zahr Al-Mahraz and Douar Slaïli, and plans to acquire land for housing projects under the direct housing support program.
Regarding infrastructure, the council will discuss road boundary planning in the districts of Sais, Zouagha, and Agdal, and approve a contract for the delegated management of the city’s bus transport system.
In terms of administrative organization, the council will elect the tenth deputy president, the Council Secretary, and Deputy Secretary, and will vote on the appointment procedures for administrative police officers, and the internal regulations of the wholesale fruit and vegetable market.
Given the sensitive nature of the topics discussed, today’s session places the Council under the responsibility of ensuring balanced local governance, between the demands of local development and the requirements of transparency and accountability, in a context where citizens of Fès increasingly aspire to better public services and living conditions.
