The work certificate is commonly requested in several contexts, such as applying for public sector jobs, opening professional bank accounts, applying for visas, and submitting rental or loan applications. However, this requirement often clashes with today’s evolving labor market, where self-employed individuals represent a growing share of the workforce.
Self-Employment Status: A Legally Recognized Alternative
One of the officially recognized alternatives is the auto-entrepreneur (self-employment) system, established under Law No. 114.13. It provides individuals with a legal status that allows them to issue invoices, declare income, and benefit from health coverage. Registration in the National Register of Self-Employed Entrepreneurs serves as an official document that can often be used in place of a work certificate in dealings with government agencies and banking institutions, as supported by circulars issued by Bank Al-Maghrib.
Tax Declarations and Social Security Registration
Regular income declarations made by freelancers or self-employed entrepreneurs—whether through the tax authority’s portal or via the “Simpl” mobile app for social security—can serve as formal proof of professional activity. These are particularly useful when dealing with lending institutions or embassies.
Freelancers can also obtain a certificate of affiliation or an income declaration certificate from the National Social Security Fund (CNSS) after registering as independent professionals or self-employed entrepreneurs. These documents are often accepted as proof of professional activity.
New Digital Solutions for Verifying Professional Status
With the rise of digitalization, new platforms—both Moroccan and international—allow freelancers to document their work and accomplishments. These include freelance marketplaces, professional profiles on LinkedIn, and “completion certificates” issued by Moroccan digital platforms after the successful delivery of freelance projects. Such documents can be attached to job or administrative applications as professional evidence.
Calls for Policy Reform to Accommodate Professional Shifts
Many professionals and experts are calling for administrative procedures to be updated to reflect the changing dynamics of the job market. The classic employer-employee model is no longer the sole framework; the self-employed and freelancers now form an integral part of the economy and deserve broader recognition and more flexible administrative processes.
