In line with the constitutional mechanisms for parliamentary oversight, the parliamentary groups of the Popular Movement, the Progress and Socialism Party, and the Justice and Development Party announced yesterday, Sunday, April 6, 2025, a joint initiative to form a parliamentary fact-finding committee to investigate government support for the importation of livestock and the livestock sector in general. This initiative is based on the provisions of Article 67 of the Constitution and the internal regulations of the House of Representatives.
This move comes amid growing public and parliamentary debate about the effectiveness and transparency of government policies adopted since late 2022. These policies involve a range of exceptional measures, including customs duty exemptions, the government’s assumption of VAT on livestock imports, and direct financial support for the importation of sheep intended for slaughter during the Eid al-Adha holidays in 2023 and 2024.
According to a statement issued yesterday in Rabat, the total cost of these measures is estimated in the billions of dirhams. The concerned parliamentary groups argue that a comprehensive and accurate assessment is necessary to evaluate the effectiveness of these interventions, particularly in terms of their social and economic impact. Questions have been raised regarding the nature and number of beneficiaries, the conditions for distributing the support, and whether the principles of transparency and equal opportunity have been upheld.
The parliamentary groups believe that the establishment of a fact-finding committee will help clarify the management of this sensitive issue and ensure that these measures genuinely serve the public interest, free from any rent-seeking motives or illegal benefits to select groups.
Additionally, the groups expressed hope that the initiative will receive support from all members of the House of Representatives, both from the majority and the opposition, reinforcing the role of the legislative institution in monitoring and evaluating public policies and promoting good governance, accountability, and transparency.
The statement concluded by affirming that this step is part of the effort to improve public decision-making, ensure the effectiveness of government interventions, and meet the needs of citizens, thereby strengthening trust in public institutions.
