The High Commission for Planning has announced the launch of an international tender with a budget of 13,759,574 dirhams, equivalent to nearly 1.4 billion centimes, with the aim of providing 132 temporary employees to conduct the national survey on the living conditions of households in the Kingdom. This will take place between May 2025 and the completion of the work.
As part of this project, the High Commission issued a specifications document that defines all the work conditions. The winning service provider is committed to providing the temporary staff who will work according to a specific schedule, in exchange for a daily wage of 150.12 dirhams (i.e., 140 dirhams net) for 8 hours of work per day and 6 days a week, for a period of 13 months.
The details in the specifications document reflect that wages will be paid based on statements prepared by the central and regional departments of the High Commission, with an additional daily transport allowance of 120 dirhams net for employees who perform tasks outside their work cities. The service provider is also required to provide all employees’ rights according to Moroccan labor law, such as paid leave, registration with the National Social Security Fund, mandatory health insurance, and insurance against work accidents.
The tasks of the temporary employees include identifying and locating the units to be surveyed, communicating with the targeted households, filling out questionnaires, monitoring the accuracy of the entered data, and classifying the files. The specifications document also sets the qualifications required for these positions, including Moroccan nationality, a minimum of a high school diploma + 2 years of study, proficiency in computer use, and the ability to communicate in both Arabic and French.
The employees will be selected by specialized committees based on the review of their personal files and personal interviews. They will also undergo theoretical and practical training conducted by the High Commission’s staff in preparation for their assigned tasks.
In addition to providing and training the staff, the service provider is responsible for their wages and travel expenses, ensuring they are insured against work accidents, and covering civil and professional liability. They must also provide a communication channel to meet any service requests, including during weekends and official holidays. In turn, the High Commission will select the candidates, determine the working hours, and provide the service provider with statements of the working days and travel costs.
This national survey represents an important step in gathering data on the living conditions of households, which will contribute to the development of precise economic and social policies based on reliable local data.
