Judicial Agreement Between Morocco and Spain to Strengthen Cooperation for 2030 World Cup Preparations (Photos)

Abdelatif Wahbi, Morocco’s Minister of Justice, and his Spanish counterpart, Félix Bolaños García, signed an important judicial agreement as part of the joint preparations for the 2030 World Cup. This agreement was made during Wahbi’s official visit to Madrid on Tuesday, March 4, 2025, where he met with the Spanish Minister of Justice at the Spanish Ministry of Justice’s headquarters.

The meeting focused on enhancing judicial cooperation between the two countries to provide a favorable legal environment for the successful organization of this international sporting event. The agreement also highlighted the need to develop joint mechanisms to ensure legal security and smooth organization of the tournament, reflecting the importance of judicial coordination in such major events.

As part of previous commitments with the Portuguese Minister of Justice, the two ministers agreed to establish a joint committee between Morocco, Spain, and Portugal. This committee will work on creating a legal and judicial framework to support the 2030 World Cup preparations, ensuring the safety and effectiveness of the judicial systems in all three countries.

A joint declaration of intent was signed, which included several key areas, including:

  • Combating Transnational Crime: Strengthening judicial cooperation to address security challenges linked to organized crime, with an emphasis on intensifying the exchange of judicial information and expertise between the three countries.
  • Enhancing Judicial Cooperation: Reaffirming the importance of exchanging judicial experiences and best practices to ensure the success of the 2030 World Cup’s organization.
  • Activating Joint Committees: Organizing regular meetings of the previously agreed-upon joint committee to follow up on the implementation of agreements between the three countries in the judicial fields.
  • Updating the Judicial System: Emphasizing the need for digital transformation in the judicial system to enhance efficiency and facilitate access to justice, as well as adopting alternative dispute resolution mechanisms.

The ministers also reaffirmed the strong and ongoing relations between Morocco and Spain, emphasizing the role of this cooperation in ensuring thorough preparations and successful organization for the 2030 World Cup. They agreed to enhance cooperation through the joint justice committee among the three countries, which will provide the organizational framework for coordinated efforts until the event’s preparations are complete.

Minister Wahbi was accompanied by a delegation from the Ministry of Justice, as well as the Ambassador of Morocco to Spain and the Ambassador of Spain to Morocco, reflecting the strategic importance of this judicial and diplomatic cooperation.
