A Human Resources report, accompanying the draft 2025 Finance Bill, revealed that the number of civilian employees in Morocco’s public sector reached 570,917 in 2024.
This figure accounts for approximately 15.3% of the country’s total population.
According to the report, published on the official website of the Ministry of Economy and Finance, there are about 15 civilian employees for every 1,000 citizens and approximately 48 employees for every 1,000 active members of the population.
The report highlighted that 90.4% of public sector employees are concentrated in seven key ministries, with the Ministry of National Education, Preschool, and Sports leading with 35.3% of the total workforce. The Ministry of Interior follows with 29.1%, and the Ministry of Health and Social Protection holds 11.8%.
The remaining employees are distributed across sectors such as Higher Education, Economy and Finance, Justice, and the General Delegation for Prison Administration and Reintegration.
In efforts to bolster human capital, particularly in the education sector, the government has undertaken significant hiring efforts, employing 159,000 teachers in regional education and training academies between the 2016/2017 academic year and 2024/2025.
This aligns with the government’s policy to develop education and improve school offerings.
The report also indicated a notable improvement in the supervisory rate within the public sector, reaching 67.6% in 2024, up from 65% in 2014.
This increase is attributed to regular revisions of the promotion system and the hiring of more senior staff.
Regarding the age distribution of public employees, the report noted that 22% of civilian employees are under 35 years old, while 43% are between 35 and 49 years old. Employees aged 50 and above represent 35% of the total workforce.
Additionally, the report highlighted that women account for only 36.3% of the public sector workforce, with men making up 63.7%. Furthermore, 72% of female employees are concentrated in three social-oriented sectors: National Education, Higher Education, and Health.
