Morocco Counters ISIS’s Use of Artificial Intelligence in Spreading Terrorist Propaganda

In the framework of international efforts to combat terrorism, Morocco and Spain have successfully carried out a joint operation resulting in the arrest of nine young individuals involved in promoting digital messages for the terrorist organization ISIS. This operation revealed a new trend in the organization’s use of artificial intelligence technologies to spread its propaganda and enhance its recruitment capabilities.

This development has raised international concern, especially after the organization released a video featuring a robotic news anchor announcing details of a terrorist operation in Russia. The Spanish Civil Guard explained that one of the detainees used AI-supported applications to design multi-media jihadist content.

In this context, Tayeb Hazzaz, a digital expert, stated that ISIS’s resort to artificial intelligence aims to spread its propaganda at low costs, noting that the General Directorate for Territorial Surveillance in Morocco possesses advanced technologies to face these challenges.

For his part, Cherkaoui Roudani, an academic and expert in security studies, confirmed that intelligence agencies are facing new challenges with this terrorist innovation, requiring more flexible international coordination and cooperation.

A report by the United Nations Counter-Terrorism Committee for 2023 pointed to the systematic exploitation of generative artificial intelligence by terrorists and extremists, emphasizing the need to develop new strategies to confront this growing threat.

These developments underscore the importance of international cooperation in combating terrorism and the necessity of developing the technical capabilities of security agencies to keep pace with the new challenges posed by modern technology in the field of cybersecurity and combating digital terrorism.
