Rabat – Bolivia announced in New York on Wednesday its readiness to open a diplomatic representation in Rabat, along with a trade office in the city of Dakhla, as part of a new approach aimed at developing bilateral relations with Morocco and strengthening economic and trade cooperation between the two countries.
The announcement came following talks between Minister of Foreign Affairs, African Cooperation and Moroccans Abroad Nasser Bourita and his Bolivian counterpart, Héctor Francisco Huanca Gutiérrez, at the United Nations headquarters in New York, on the sidelines of the 81st session of the United Nations General Assembly.
According to the joint statement issued following the meeting, Bolivia stated that the planned trade office in Dakhla could serve as a platform for Bolivian products to access African markets. The two countries also agreed to open a new chapter in their bilateral relations based on dialogue, cooperation and mutual interests.
The statement also included a new Bolivian position regarding the Sahara issue. Bolivia took note of Morocco’s autonomy proposal presented in 2007 and considered that the proposal could provide a path for advancing negotiations aimed at reaching a just, lasting and mutually acceptable political solution.
The two countries, meanwhile, reaffirmed their commitment to the fundamental principles of international law, particularly respect for the sovereignty and territorial integrity of states and non-interference in their internal affairs.
Morocco and Bolivia also agreed to strengthen high-level political dialogue and establish a renewed institutional framework to accompany the development of bilateral relations, while working to hold the first session of the bilateral political consultations mechanism, which the two countries established in 1999 as a permanent mechanism for political and technical dialogue.
At the diplomatic level, the meeting witnessed the signing of an agreement exempting holders of diplomatic, official, service and special passports from visa requirements, in addition to a memorandum of understanding between the diplomatic academies of the two countries.
These developments come within the context of a restructuring of Moroccan-Bolivian relations, with both sides moving toward expanding political, economic and trade cooperation. The announcement of a trade office in Dakhla adds a new economic dimension to relations between Rabat and La Paz.

Rabat – La Bolivie a annoncé mercredi à New York son intention d’ouvrir une représentation diplomatique à Rabat, ainsi qu’un bureau commercial dans la ville de Dakhla, dans le cadre d’une nouvelle orientation visant à développer les relations bilatérales avec le Maroc et à renforcer la coopération économique et commerciale entre les deux pays.
Cette annonce est intervenue à l’issue d’un entretien entre le ministre des Affaires étrangères, de la Coopération africaine et des Marocains résidant à l’étranger, Nasser Bourita, et son homologue bolivien, Héctor Francisco Huanca Gutiérrez, au siège des Nations unies à New York, en marge des travaux de la 81e session de l’Assemblée générale des Nations unies.
Selon le communiqué conjoint publié à l’issue de la rencontre, la Bolivie a indiqué que le bureau commercial envisagé à Dakhla pourrait constituer une plateforme permettant aux produits boliviens d’accéder aux marchés africains. Les deux pays sont également convenus d’ouvrir une nouvelle étape dans leurs relations bilatérales, fondée sur le dialogue, la coopération et les intérêts mutuels.
Le communiqué comprend également une nouvelle position bolivienne concernant la question du Sahara, la Bolivie ayant pris note de la proposition marocaine d’autonomie présentée en 2007 et considéré que cette proposition pourrait constituer une voie permettant de faire avancer les négociations en vue de parvenir à une solution politique juste, durable et mutuellement acceptable.
Les deux pays ont, en revanche, réaffirmé leur attachement aux principes fondamentaux du droit international, notamment au respect de la souveraineté des États, de leur intégrité territoriale et de la non-ingérence dans leurs affaires intérieures.
Le Maroc et la Bolivie sont également convenus de renforcer le dialogue politique de haut niveau et de mettre en place un cadre institutionnel renouvelé accompagnant le développement des relations bilatérales, tout en œuvrant à la tenue de la première session du mécanisme de consultations politiques bilatérales, créé par les deux pays en 1999 en tant que mécanisme permanent de dialogue politique et technique.
Sur le plan diplomatique, la rencontre a été marquée par la signature d’un accord portant exemption de visa pour les titulaires de passeports diplomatiques, officiels, de service et spéciaux, ainsi que par la signature d’un mémorandum d’entente entre les académies diplomatiques des deux pays.
Ces développements interviennent dans un contexte de restructuration des relations maroco-boliviennes, les deux parties s’orientant vers l’élargissement de leur coopération politique, économique et commerciale. L’annonce d’un bureau commercial à Dakhla constitue ainsi une nouvelle dimension économique dans les relations entre Rabat et La Paz.
