Maroc – Aziz Akhannouch, ancien président du Rassemblement national des indépendants (RNI), a estimé que les débats internes au sein des partis concernant la répartition des responsabilités et des postes relèvent de la pratique démocratique. Il s’exprimait vendredi à Oujda, dans le contexte de la polémique autour d’un enregistrement audio attribué à Rachid Talbi Alami, contenant notamment des propos sur le Parti authenticité et modernité (PAM).
Akhannouch a expliqué que les bureaux politiques des partis constituent des espaces de débat et d’échange d’opinions, soulignant que la liberté d’exprimer ses positions y demeure garantie, tout en respectant les décisions prises collectivement.
Concernant le débat autour des postes ministériels, Akhannouch a déclaré que l’expression du souhait d’assumer une responsabilité gouvernementale donnée relève d’ambitions politiques légitimes, considérant que la rotation et la redistribution des responsabilités constituent un phénomène naturel dans la vie partisane.
L’ancien président du RNI a également lié la formation du gouvernement au cadre constitutionnel, depuis la participation aux élections jusqu’à la formation de la coalition gouvernementale et la proposition par les partis de leurs candidats aux postes ministériels, avant la décision finale qui relève des prérogatives royales.
Sur le plan gouvernemental, Akhannouch a présenté plusieurs indicateurs qu’il considère comme le bilan des mesures adoptées depuis 2021, évoquant notamment le programme « Karama » et plusieurs dossiers liés à la lutte contre la pauvreté, ainsi que l’eau, la santé, l’éducation et l’emploi.
Il a affirmé que plus d’un million d’emplois avaient été créés depuis 2021, dont environ 270 000 en 2026. Il a également indiqué que le taux d’inflation était passé d’environ 6 % à près de 0,3 % en 2026.
Dans le secteur de l’éducation, il a indiqué que le programme des « écoles pionnières » couvre désormais 80 % des établissements ciblés, avec une généralisation prévue en 2027. Dans le domaine de la santé, il a évoqué un programme de formation visant à former 2 000 nouveaux médecins à l’horizon 2029.
Il a également fait état d’une hausse de 50 % de la valeur des aides sociales, estimant que ces mesures avaient contribué à renforcer la confiance dans les institutions.
En conclusion, Akhannouch a appelé à poursuivre les réformes engagées, soulignant que certains chantiers nécessitent davantage de temps pour être achevés, tout en insistant sur l’importance de la bonne gouvernance et du maintien de la confiance entre les citoyens et les institutions.
Akhannouch comments on Talbi Alami recording and PAM controversy: Debate over positions is “democratic”
Morocco – Aziz Akhannouch, former president of the National Rally of Independents (RNI), said that internal party debates over the distribution of responsibilities and positions are part of democratic practice. He made the remarks Friday in Oujda, amid controversy surrounding an audio recording attributed to Rachid Talbi Alami, which included comments about the Authenticity and Modernity Party (PAM).
Akhannouch explained that political bureaus within parties serve as spaces for debate and the exchange of views, stressing that members remain free to express their positions while respecting decisions taken collectively.
Regarding the debate over ministerial positions, Akhannouch said that expressing a desire to assume a particular government responsibility falls within legitimate political ambitions, arguing that the rotation and redistribution of responsibilities are natural features of party life.
The former RNI president linked the formation of the government to the constitutional framework, beginning with participation in elections, followed by the formation of the governing coalition and the nomination of candidates for ministerial positions by political parties, before the final decision, which falls within the royal prerogatives.
On the government’s performance, Akhannouch highlighted several indicators that he considers part of the results of measures adopted since 2021, referring in particular to the “Karama” program and issues including poverty reduction, water, healthcare, education and employment.
Akhannouch said that more than one million jobs had been created since 2021, including around 270,000 in 2026. He also said that the inflation rate had fallen from around 6% to approximately 0.3% in 2026.
In education, he said the “Pioneer Schools” program had reached 80% of the targeted institutions, with nationwide expansion planned for 2027. In healthcare, he referred to a training program aimed at producing 2,000 new doctors by 2029.
He also mentioned a 50% increase in the value of social assistance, arguing that these measures had helped strengthen confidence in public institutions.
Concluding his remarks, Akhannouch called for the continuation of the reforms already launched, noting that some projects require additional time to be completed. He also stressed the importance of good governance and maintaining trust between citizens and institutions.
