On Tuesday, September 23, 2025, at the headquarters of the General Delegation for Prison Administration and Reintegration, the 2025 action program related to the training of prisoners in traditional craft trades was signed by Mr. Lahcen Saadi, Secretary of State to the Minister of Tourism, Handicrafts, Social and Solidarity Economy, responsible for Handicrafts and the Social and Solidarity Economy; Mr. Mohamed Saleh Tamek, General Delegate for Prison Administration and Reintegration; and Mr. Abdelwahed Jamali Idrissi, Coordinator of the Mohammed VI Foundation for Prisoner Reintegration, in the presence of Mr. Sidati Shakkaf, President of the Federation of Handicraft Chambers. This signing implements the framework agreement signed on March 30, 2016, concerning the development of training programs for prisoners inside penitentiary institutions.
This program embodies the commitment of the signatory parties to enhance and expand the vocational training offer within prison institutions to meet the rehabilitative needs of the targeted categories of prisoners. It involves the development of training programs in various traditional craft fields that take into account the educational levels and professional specificities of the prisoners and align with the labor market requirements in the handicraft sector, based on an approach that individualizes rehabilitation programs. It is expected that a total of 832 male and female prisoners will benefit from this training program, distributed across 25 prison facilities, with training covering 19 traditional crafts.
Moreover, a framework agreement was signed between the General Delegation and the Secretary of State in charge of Handicrafts and the Social and Solidarity Economy concerning the implementation of Law No. 43.22 related to alternative penalties, specifically community service sentences.
