The National General Union of Moroccan PhD Holders has sent an official letter to Mr. Aziz Akhannouch, Prime Minister of Morocco, drawing attention to the unfair situation faced by PhD holders working at the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, and calling for the regularization of their administrative status in line with their academic qualifications.
In the letter, the union pointed out that this category of employees has not yet received the formal recognition they deserve, despite other ministries such as the Ministry of Health and the Ministry of National Education having established the status of “Research Professor,” a positive step that reflects appreciation of national competencies and their role in enhancing administrative performance and improving public policies.
The union added that the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests remains behind in this regard, which contradicts the principles of job fairness and equal opportunities among employees. Therefore, urgent intervention is needed to create the status of Research Professors for PhD holders within the ministry.
The union emphasized that this measure would help value the scientific competencies that have proven effective in training, research, supervision, evaluation, and the development of administrative and technical work within the sector. It also noted that addressing this issue under the leadership of Mr. Aziz Akhannouch would represent a significant reform milestone in the modernization of public administration and the promotion of fairness in the civil service.
The union concluded its letter by expressing its highest respect and appreciation to the Prime Minister, hoping for a prompt response that achieves justice and supports national talents.
