Maroc – Le ministre de l’Intérieur Abdelouafi Laftit a présenté de nouvelles informations concernant la mise en œuvre d’un accord de partenariat visant à financer et réaliser des projets destinés à protéger plusieurs centres et douars menacés par les inondations dans la province de Boulemane Province.
Morocco – Interior Minister Abdelouafi Laftit revealed new details regarding the implementation of a partnership agreement aimed at financing and carrying out projects to protect several local centers and villages threatened by flooding in Boulemane Province.

Ces initiatives s’inscrivent dans le cadre des efforts visant à renforcer la prévention des risques naturels et à protéger les populations ainsi que les infrastructures locales.
These initiatives come as part of efforts to strengthen natural-risk prevention and protect residents as well as local infrastructure.

Dans une réponse écrite à une question parlementaire posée par le député Rachid Hamouni, le ministre a indiqué que deux projets importants ont été achevés. Ils concernent la protection du Douar Ayyat contre les inondations sous la supervision de l’Moulouya Hydraulic Basin Agency, ainsi que la protection du centre de la commune de Ait Baza sous la supervision de l’Sebou Hydraulic Basin Agency.
In a written response to a parliamentary question submitted by MP Rachid Hamouni, the minister stated that two major projects have already been completed. They involve protecting Douar Ayyat from floods under the supervision of the Moulouya Hydraulic Basin Agency, as well as protecting the center of the commune of Ait Baza under the supervision of the Sebou Hydraulic Basin Agency.

Le responsable gouvernemental a également souligné que les services provinciaux ont travaillé en coordination avec différents intervenants et partenaires pour surmonter plusieurs difficultés liées à la mise en œuvre de l’accord de partenariat destiné à protéger les centres et douars menacés par les inondations dans la province.
The government official also emphasized that provincial services worked in coordination with various stakeholders and partners to overcome several challenges related to implementing the partnership agreement aimed at protecting flood-prone villages and centers in the province.

Il a précisé que ces projets présentent un caractère urgent en raison de leur importance pour la protection des populations et la sécurisation des infrastructures.
He noted that these projects are considered urgent due to their importance in safeguarding residents and protecting infrastructure.

Dans le même contexte, le ministre a expliqué que le retard enregistré dans l’exécution de l’accord était dû au fait que l’avenant précédent n’avait pas été signé par les services du Ministry of Equipment and Water of Morocco.
In the same context, the minister explained that delays in implementing the agreement were due to the previous amendment not being signed by the services of the Ministry of Equipment and Water of Morocco.

Il a ajouté qu’un nouvel avenant a été élaboré, incluant des modifications concernant trois articles de l’accord initial afin de dépasser ces obstacles et garantir le lancement effectif des travaux.
He added that a new amendment has been prepared, including modifications to three articles of the original agreement in order to overcome these obstacles and ensure the effective launch of the projects.

Selon ce nouvel amendement, le Ministry of Equipment and Water of Morocco sera chargé de réaliser des projets répartis sur dix douars dans la limite de sa contribution financière estimée à 40,73 millions de dirhams.
Under the new amendment, the Ministry of Equipment and Water of Morocco will carry out projects distributed across ten villages within the framework of its financial contribution estimated at 40.73 million dirhams.

La mission de maître d’ouvrage délégué a été confiée à l’Sebou Hydraulic Basin Agency et à l’Moulouya Hydraulic Basin Agency pour la mise en œuvre du reste des projets, en raison de leur expertise technique dans le domaine hydraulique.
The role of delegated project owner has been assigned to the Sebou Hydraulic Basin Agency and the Moulouya Hydraulic Basin Agency to implement the remaining projects, given their technical expertise in the hydraulic field.

Le ministre de l’Intérieur a enfin affirmé que les services concernés poursuivront leurs efforts pour accélérer la réalisation de ces projets dans les plus brefs délais, en adoptant une approche proactive visant à limiter les effets des inondations et à protéger les habitants de la province contre les risques climatiques potentiels.
Finally, the Interior Minister affirmed that the relevant authorities will continue working to accelerate the implementation of these projects as soon as possible, adopting a proactive approach aimed at reducing flood risks and protecting the province’s residents from potential climate hazards.
