By Name… New Appointments to Senior Positions in Morocco

The Government Council, which met yesterday, Thursday, January 15, 2026, under the chairmanship of Aziz Akhannouch, concluded its proceedings by approving a series of proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution, according to a statement issued by the Ministry Delegate in charge of Relations with Parliament, the government’s official spokesperson.

The statement explained that these appointments concerned key government sectors, including the Ministry of Economy and Finance; the Ministry of National Education, Preschool Education and Sports; the Ministry of Higher Education, Scientific Research and Innovation; the Ministry of Energy Transition and Sustainable Development; as well as the Ministry of Equipment and Water.

In this context, the Council approved the appointment of Adel Bja as Director of Competition, Prices and Compensation at the Ministry of Economy and Finance.

At the level of the Ministry of National Education, Preschool Education and Sports, the appointments included Hassan Khouya as Director of the Center for Educational Guidance and Planning, and Nadia Boudad as Inspector General for Educational Affairs.

The Council also approved the appointment of Noureddine El Haloui as Secretary-General of the Ministry of Higher Education, Scientific Research and Innovation, along with the appointment of Jamal Zahi as Dean of the Faculty of Economics and Management in Settat.

Within the Ministry of Energy Transition and Sustainable Development, the Government Council approved the appointment of Bouzokri Razi as Secretary-General of the ministry (Sustainable Development sector).

The same statement further announced the appointment of Hanan Baghdad as Director of Water Research and Planning at the Ministry of Equipment and Water.

These appointments come at the close of a government meeting that also included other regulatory decisions, most notably the designation of October 31 of each year as an official national public holiday in celebration of the Anniversary of the Green March and National Unity Day, in addition to the renewal of satellite communications licenses for several national and international operators, and the adoption of a new legal framework concerning conformity assessment bodies.
