Appointments, Paid Leave, and Company Licenses… Economic and Administrative Files on the Government’s Agenda

Morocco – Prime Minister Aziz Akhannouch is expected to chair a meeting of the Government Council of Morocco next Thursday, with an agenda featuring a number of legislative and regulatory files of an economic and administrative nature.

According to a statement issued by the Head of Government of Morocco, the Council will begin its proceedings by examining a draft law concerning the accreditation of conformity assessment bodies, as part of ongoing efforts to modernize the legal framework related to quality and technical standards.

The Council will then discuss eleven draft decrees. The first concerns amendments to the decree determining the list of paid public holidays in agricultural and non-agricultural activities. The second draft decree addresses amendments to the list of public holidays authorized for leave within public administrations, public institutions, and concessionary services.

In the telecommunications sector, the Council will review draft decrees related to the renewal of licenses granted to several companies, including Maroc Telecom and Wana Corporate, as well as other firms providing satellite telecommunications services using VSAT technology.

These drafts also include the renewal of licenses to establish and operate radio communication networks based on 3RP frequency-sharing technologies, in addition to renewing licenses for GMPCS satellite communication networks, for the benefit of companies operating in this field.

On the international front, the Government Council will examine an Air Services Agreement between the Kingdom of Morocco and the Republic of Benin, signed in Montreal on 30 September 2025, along with a draft law approving the said agreement.

The Council’s meeting will conclude with the examination of proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution, as part of the procedure for appointments to high-level administrative responsibilities.
